The Position
The Recreation Supervisor Senior Services is responsible for supervising recreation staff (temporary, seasonal, contract employees and volunteers), programs, and services including, planning, organizing, coordinating, supervising, and conducting specialized senior services and activities such as Senior Nutrition, dances, recreational and other specialized programming.
Placement will be made at the I or II level depending upon selected candidate’s experience and the Department’s need.
Examples of Important & Essential Duties (included but not limited to)
Essential Duties: (These duties are a representative sample; position assignments may vary.)
- Supervises temporary, seasonal, contract employees and volunteers to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
- Plans, organizes, conducts, and supervises City-sponsored sports leagues, special events, tournaments, sports parks, sports facilities, camps, clinics, instructional classes, expos, family enrichment programs, after school programs, lighting schedules, and other related recreation service programs, and events.
- Prepares and supervises the design, preparation, and distribution of recreation publicity, including promotional materials, program evaluations, correspondence, and reports.
- Serves as a liaison with school districts, community agencies, and municipal organizations; solicits and secures sponsorship funding and donations, including materials, equipment, and prizes for events.
- Administers contracts of external vendors, service providers, and contract employees; monitors contract compliance; maintains facility use agreements.
- Participates in departmental meetings; assists in developing and implementing departmental goals, objectives, policies, and procedures.
- Develops and administers assigned program budgets; monitors expenditures and prepares related budget reports; develops, researches, and recommends program expenditures.
- Conducts research related to community needs and programs and prepares related reports; conducts needs assessments and community surveys; evaluates programs.
- Maintains and reviews records for assigned programmatic areas.
- Performs other duties of a similar nature or level.
In addition to the responsibilities for a level I position, positions assigned to level II may be responsible for:
- Work assignments that involve supervision on a larger scale of personnel to operate programs (contract employees, independent contractors, volunteers);
- Managing multiple and complex program budgets and handle larger scope of revenues/deposits and expenditures;
- Serving as Staff liaison for City Council appointed Commissions;
- Assisting with preparation of staff reports for City Council agendas;
- Performing unique administration of operations such as RecReg, CLASS software, Division Recreation Guide Brochure etc.;
- Assisting in supervision and operations of major recreational facilities (i.e. Community and Senior Center);
- Managing a number of complex projects and programs simultaneously.
The ideal candidate will have knowledge of: recreation program planning, administration, and supervision principles and practices; public relations principles; marketing theories, principles, and practices; budgeting principles; first aid methods, practices, and safety precautions; office administration practices; recordkeeping practices and principles; applicable age-appropriate activities, programs, and materials; principles in focused area of expertise.
The ideal candidate will have skill in: monitoring and evaluating employees; prioritizing and assigning work; using a computer and related software applications; maintaining records; exercising good judgment, flexibility, creativity, and sensitivity in response to changing situations; scheduling programs and events; overseeing recreation program sites and equipment; planning, developing, supervising, and managing events; soliciting sponsorships and donations; evaluating program effectiveness; conducting needs assessments; preparing and giving presentations; preparing and maintaining records and reports; developing and administering budgets; interpreting and explaining policies and procedures; operating a motor vehicle; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Minimum Qualifications
Experience working with senior service programs and services is required.
Training and Experience, Level I
Bachelor’s Degree in Recreation Programming and Leadership, or a related field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above.
In addition to the above experience, Level II requirements include:
A combination of education and experience equivalent to a Bachelor’s Degree in Recreation Administration/Systems Management or a related field, and one year of progressively responsible full-time experience related to recreation programming including budgeting and supervision.

2023 Benefits Summary
Cafeteria Health Plan
The City provides $14,800 annually towards the purchase of qualified benefits on a pre-tax basis under the City’s Section 125 Cafeteria Benefits Plan. Qualified benefits include: health, dental, vision, dependent care flexible spending account (FSA), healthcare FSA, parking and transit FSA. The remaining balance is available as additional taxable income, up to $7,098 per year ($295.75 twice monthly). Health insurance benefits are provided through California Public Employees’ Retirement System (CalPERS).

457 Deferred Compensation
The City offers a 457 and/or 401(a) deferred compensation. These accounts are voluntary and employee funded.
Life, Accidental Death and Dismemberment and Long Term Disability Insurance
The City provides Basic Group Term Life Insurance, Accidental Death and Dismemberment (AD&D) and Long Term Disability Insurance (LTD). Group Term Life Insurance is equal to 1x your basic annual earnings up to a maximum of $150,000. AD&D is up to the amount of your Group Term Life Insurance. LTD benefits are 66% of monthly earnings up to a maximum of $8,000 per month. San Dieguito Water District employees pay for their LTD premium. Employees may choose to purchase additional life insurance through the City’s Voluntary Optional Life Insurance program.
Sick Leave (Maximum Four Units)
The City’s Income Protection Plan (IPP) protects employees who become incapacitated by a single episode of illness, injury or disability for one or more work days, not to exceed ninety (90) calendar days (520 hours). New hires shall receive one Unit of Benefit upon hire. Subsequent units shall accrue at the rate of one Unit every quarter until twelve (12) months have been completed. After twelve (12) months of employment, the employee shall accrue a Unit per month, except for any month in which an absence has occurred. Employees who were hired prior to June 30, 2003 and remain consistently employed by the City and/or SDWD earn five (5) units.

Employees earn vacation hours based on the following years of service:

Credit is given to new employees for related continuous prior public service employment at the rate of one year for every two years worked.
Paid Leave for Family Member Illness
Each new full time employee is granted a beginning balance of fourteen (14) hours of paid time off to attend to family member(s) in need of the employee’s assistance in times of illness. One hour of additional paid leave is accrued each pay period. The maximum accrual is seventy-eight (78) hours.
Holidays
Employees receive twelve (12) fixed holidays and four (4) floating holidays (36 hours) per fiscal year.
Holiday Closure
The City is closed from Christmas Eve through New Years Day.
Employee Assistance Program (EAP)
Confidential services are available to employees and household members to assist with personal and professional issues. Eight sessions per issue are available each calendar year.
Computer Purchase Program
The City will loan employees who successfully complete the probationary period of employment an interest free loan of up to $3,000.
Tuition Assistance
Eligible employees may receive up to $1,200 in reimbursement per fiscal year for approved coursework tuition, required textbooks and registration.
Social Security and Medicare
The City does not participate in the Social Security program. The City and employees each pay 1.45% to Medicare Insurance.
