Position Summary

Direct, develop, implement and promote aquatics, sports and other recreational activities for the community. Manage and direct personnel, operations and assigned facilities including the Osborn Aquatic Center. Administer aquatics, sports and safety programs. Manage staff and programs ensuring the safety and security of operations and in compliance with public health and safety and licensing regulations. Supports and guides department and system-wide projects. These tasks are illustrative only and may include other related duties.

Essential Functions

Plans, directs and coordinates multi-faceted aquatics and sports recreation programming, including lap swim, open swim, fitness classes, youth and adult sports, leagues, clinics, and safety programs. Plans, directs and coordinates the Osborn Aquatic Center facility, including operations, programs, and facility maintenance.

Manages and coordinates community programming and facility usage with the Parks Division and partner agencies including Benton County, Corvallis 509J School District, community health providers, educational institutions, non-profit agencies, and local businesses.

Works with other staff, community groups and stakeholders to plan, organize, promote and coordinate sports and aquatics leagues, recreational and competitive programs, instructional classes, sports clinics, health and safety trainings, and special events.

Manages and coordinates the safety training and certification requirements of the Department. Ensures compliance and coordinated efforts of the Department’s Safety Committee. Evaluates, analyzes, and makes recommendations to the Department’s Management Team for improvements to safety practices.

Develops goals, policies and procedures for the efficient delivery of recreation services to the public. Evaluates programs to ensure they are meeting current interests of the public. Works with staff to develop and implement new programs to meet changing needs of participants and service demands. Promotes equity, diversity and inclusion principles through programs, employees and community partnerships.

Engages and represents recreation programs to community groups and stakeholders to inform, educate, and promote activities and services. Performs outreach to attract underserved segments of the community.

Ensures facility operation is in compliance with building codes, health regulations, including implementing safety measures and state and federal regulations and remaining familiar with occupational, health and safety regulations. Assures that staff, renters, contractors, patrons and volunteers are trained in the safe and responsible use of facilities and equipment.

Effectively supervises assigned staff. Performs personnel duties such as selection, coaching/mentoring, training, employee/labor relations, evaluating performance, succession planning, discipline, and termination. Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts.

Establishes, manages and facilitates partnerships and collaborative working relationship with user groups. Initiates, develops and guides interagency agreements and partnership in areas of responsibility.

Plans coordinates and maintains facility public relations and marketing program. Oversees and prepares related communications such as brochures and newsletters.

Establishes and maintains a collaborative working relationship with user groups. Responds appropriately to inquiries and complaints, communicates to individuals and community groups regarding programs and operations; resolves grievances or unfavorable situations.

Participates as a member of the Department’s Management Team. Implements city, department and program strategic plans, goals and objectives to areas of responsibility. Evaluates, analyzes, and makes recommendations for improvements to existing policies and procedures.

Develops, manages, and monitors the annual and long-range budget for the Aquatic Center, Sports and other programs. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions.

Administers and develops expenditure plans to utilize grants, committed reserves, and trust funds related to the areas of responsibility. Provides reports recommends and develops policies, procedures and program goals.

Develops and implements sponsorship, grant writing and program memberships to support financial sustainability in alignment with Department initiatives. Meets cost recovery and revenue goals. Supervises grant-writing, reporting and stewardship of relationships with individuals, corporations and donors.

Oversees and safeguards the collection and daily deposits of fees and charges. Ensures compliance with City accounting policies and internal controls. Monitors area of responsibilities’ use of the Operations Management Software.

Reviews and recommends changes to Administrative and City Council policies related to the business, personnel and participants of areas of responsibility. Attends and participates at applicable Parks and Recreation Operational Advisory Committees, City Council, and Budget Commission Meetings as requested.

Collects and analyzes data and prepares reports on program enrollment, participation and attendance rates, financial performance, facility utilization rates, and other performance metrics on a monthly, quarterly and annual basis. Evaluates and assesses contributing factors to program and performance results.

Coordinates special maintenance projects with Public Works Department, Parks Division and/or Contractors. Coordinates with the Parks Division for management and maintenance of the Riverfront Fountain. Ensures proper maintenance, safety and security of facility.

Performs a variety of backup duties in any area of operations such as pool and facility maintenance, instruction and supervision of programs and classes, provision of in-service training, lifeguarding, facility and equipment troubleshooting, event setup and teardown, or main office and concessions staffing.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Effectively promotes and supervises a safe work environment. Complies with all safety rules and performs work is a safe manner. Ensures staff maintains a safe working environment in compliance with Federal, State, and City health and safety guidelines and regulations.

Qualifications and Skills

Education and Experience

Bachelor’s degree in recreation, sports management, business administration, or a related field and four years increasingly responsible work experience in community-based recreation or aquatics management including at least two years of supervisory experience.

OR

High school diploma or equivalent and eight years increasingly responsible work experience in community-based recreation or aquatics management including at least two years of supervisory experience.

Knowledge, Skills and Abilities

Ability to communicate effectively orally and in writing to a variety of audiences, including making effective oral presentations to groups and organizations.

Knowledge of program implementation and management for sport leagues, swimming, water safety, and aquatic activities; equipment, facilities, operations, and techniques used in a community recreation facility.

Thorough knowledge of the principles and techniques of aquatic facility administration and management, including knowledge of materials, methods, and techniques used in maintenance and operation of pools and other related recreation facilities, pool mechanical operation and water treatment.

Strong leadership, interpersonal, communication, and organizational skills. Ability to supervise employees, including the ability to delegate responsibilities appropriately.

Ability to pass a pre-employment background and/or criminal history check.

Ability to assess and evaluate risks for employee and participant safety and develop and implement safety procedures and other strategies to mitigate risks.

Ability to manage and staff a public recreational and community center with early mornings, evenings, weekends, and holiday shifts.

Ability to make decisions in difficult situations, often under pressure, and to perform in an emergency. Must be able to resolve participant conflicts.

Ability to resolve problems and operational difficulties.

Ability to get along well with coworkers, the public, staff and volunteers and to maintain effective working relationships, including effective labor relations.

Ability to develop budgets, allocate resources, and analyze complex information.

Ability to comprehend, interpret and utilize County, State and Federal statutes, regulations and reports.

Ability to effectively use a computer to perform the essential functions of the position.

Ability to be on-call for maintenance and security alarm call outs.

Excellent customer service skills.

Ability to analyze recommendations from the community and participants for new or modified programs or services. Ability to build and maintain partnerships with outside agencies.

Ability to make decisions in accordance with City policies regarding staff, volunteers, operations and contractual agreements.

Ability to perform in emergency situations and in a hectic environment.

Special Requirements

Lifeguarding, First Aid, CPR/AED for the Professional Rescuer and Healthcare Provider certifications required within probationary period

Aquatic Facility Operator or Certified Pool Operator required within probationary period.

Water Safety Instructor Trainer and Lifeguard Training Instructor Trainer preferred.

Confined space and mechanical lift training within probationary period.

Possession or ability to obtain and maintain a valid Oregon Driver’s License.
