Position Overview:

The LACDA is seeking a skilled, enthusiastic, experienced, highly motivated and driven Recruitment Analyst who will proactively and positively partner with division management in assessing, identifying and forecasting strategic staffing efforts to promote the LACDA as an employer of choice! Under minimal supervision, the Recruitment Analyst will design and deliver creative and effective recruitment and selection services while cultivating strong working relationships with employees at all levels.

Essential Job Duties

  • Provides professional consultative guidance to assigned divisions, including suggestions for efficient and effective outreach and recruitment strategies
  • Plans and manages all facets of the recruitment and selection process for assigned divisions
  • Works with division management to create recruitment and selection plans
  • Prepares job flyers and recruitment ads
  • Sources effective advertising options and performs community outreach
  • Reviews and evaluates applications, resumes and other application materials
  • Develops testing materials, interview questions, and candidate appraisal forms
  • Schedules and administers written and performance tests
  • Leads, briefs and debriefs interview panels
  • Conducts reference checks and employment verifications
  • Extends job offers and coordinates start dates
  • Conducts new employee orientation and onboarding
  • Analyzes data and statistics for workforce trends and patterns with attention to recruitment, hiring practices, and turnover and makes recommendations to address staffing issues
  • Demonstrates solid attention to detail, excellent time management, organizational and planning skills
  • Remains abreast of HR best practices and networks with other professionals to remain current and discover innovative HR practices and solutions
  • Commits to effective training and development of staff involved in the recruitment process
  • Works collaboratively with team members to excel in all assignments
  • Demonstrates self-confidence, fair and ethical judgment, flexibility, adaptability and creativity
  • Responds to candidate inquiries and requests for information in a timely and professional manner
  • Maintains current knowledge of HR-related laws, regulations, guidelines and relative mandates including Equal Employment Opportunity (EEO), Title VII, FEHA, FLSA, ADA, and CFRA/FMLA
  • Completes a variety of project work related to recruitment and selection

Qualifications

Minimum Selection Requirements:

  • Bachelor’s Degree in Human Resources Management, Public or Business Administration or related field
  • At least four (4) years of recent, direct, professional HR related experience, specifically in the area of recruitment and selection and preferably in the public sector

Desirable Qualifications:

  • Experience developing and applying creative recruiting solutions and workforce analytics for use in strategic planning and workforce development is preferred
  • At least two (2) years of experience with NEOGOV or comparable applicant tracking system is preferred
  • Human Resources Certification (SHRM-CP or SHRM-SCP) is preferred

Knowledge of:

  • HR principles and practices, including administrative policies, regulatory laws and guidelines
  • Applicant Tracking Systems (NEOGOV or comparable)
  • Uniform Guidelines on Employee Selection Procedures
  • EEO rules and regulations, Title VII, FEHA, FLSA, ADA, and CFRA/FMLA
  • Collective bargaining agreements

Skill in:

  • Organizing, planning, and developing selection activities
  • Making recommendations to improve strategic staffing efforts

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

In addition to the above, the LACDA’s Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through “Salary Redirection” arrangements.

As part of this plan the LACDA will contribute $1000.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.

Changes to CalPERS:

The LACDA is a participant of the California Public Employees Retirement System (CalPERS). Effective January 1, 2013, an employee who is hired by the LACDA and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity OR has a break in service greater than 6 months (aka “New Member”), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 8.25% member contribution.

An employee who is hired by the LACDA from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka “Classic Member”) shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It’s important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a “Classic Member.”

*Traffic Court Specialist (TCS) employees receive one additional holidays.
