The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Special Referral Unit (SRU) receives and processes childcare referrals from ACS Child Welfare units in the divisions of protective, preventive, and foster care. The Special Referral Unit is a high priority unit within Child and Family Well-Being which processes 60-80 childcare referrals weekly. SRU facilitates the process of families receiving childcare vouchers with licensed and regulated childcare providers. Requests are also received for provider changes, provider payment inquiries, new program enrollment as well as, internal & external agency inquiries regarding childcare enrollments.
Reporting to the SRU Supervisor, the Special Referral Unit Enrollment Specialist has the following tasks and responsibilities, including but not limited to:
• Process and organize referrals for childcare services from ACS child welfare divisions and homeless shelters
• Receive and log each referral for childcare and other information
• Maintain & submit accurate monthly reporting of work activity data and statistics
• Recommend when Exceptions to Policy are appropriate
• Data enter case information into ACCIS and/or other ECE database system(s)
• Perform data search in the ACCIS database for available Early Learn providers
• Work as part of a team to manage and provide administrative processing of Special Needs cases
• Maintain files and records as required
• Assist with other appropriate unit special projects

1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to “1” above.
Additional Information
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $41,877 – $48,170.
