Position Description
The Illinois Department of Children and Family Services is seeking an organized, professional, and energetic individual to serve as Regional Contract Analyst Lead. Subject to management approval, this position will provide technical assistance and clarification of rules, policies, and procedures to parents, foster parents, caseworkers, service providers, Department staff, and other appropriate parties regarding contractual needs and resources. The position will coordinate, conceptualize, plan, negotiate, interpret, and monitor purchase of service and grant contracts and amendments in accordance with Department policy within the assigned region. The position will also plan and coordinate the timely processing of billing invoices and completion of contract compliance, program monitoring, and/or fiscal management reviews. Additionally, this position will serve as lead worker to assigned Regional Contract Analysts. Job Responsibilities
1. Serves as Regional Contract Analyst Lead
2. Plans and coordinates the timely processing of billing invoices and completion of contract compliance, program monitoring, and/or fiscal management reviews
3. Conducts contract compliance, program monitoring, and/or fiscal management reviews of assigned vendors/providers to ensure compliance with contract terms and to address program plan performance outcomes
4. Serves as designated lead worker
5. Enters and maintains complex information and systems of data collection to ensure that vendor/provider reports, annual audits, and narrative reports are submitted to the region within timeframes indicated in the program plan
6. Completes procurement business cases and abstracts for all contracts and amendments for the assigned region as needed
7. Collaborates with the Regional Contracts Administrator and team to interpret and effectively implement new state and Department programs and initiatives, including the Grant Accountability and Transparency Act (GATA) and the Systems, Applications, and Programming (SAP) information technology platform
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to the completion of a master’s degree
2. Requires two years of progressively responsible professional experience in community organization, social service work, or in program planning and development
Specialized Skills
Of the previously noted experience, requires that the experience include two years of experience in contract budget analysis and two years of experience in the use of Excel, Access, and accounting systems
Preferred Qualifications
1. 2 years of experience in contract budget analysis in a public or business organization
2. 2 years of experience in the use of Excel, Access, and accounting systems in a public or business organization
3. 3 years of experience in a professional setting applying thorough knowledge of the program objectives of agencies developing social policy
4. 3 years of experience in a professional setting applying extensive knowledge of the structure, organization, and methods of social welfare institutions
5. 3 years of experience in a professional setting applying technical ability to analyze and evaluate programs and procedures
6. 3 years of experience in a professional setting applying the ability to verify that program operations comply with all rules, regulations, policies, and procedures
7. 3 years of experience in a professional setting applying the ability to effectively communicate ideas in written and oral form
