The Virginia Department of Conservation and Recreation is the state’s lead conservation agency and it takes a diverse agency to work for a diverse commonwealth. THE DIVISION
The Division of Dam Safety at DCR is looking for the best and the brightest the Commonwealth has to offer! And right now we’re in need of a qualified, dynamic, motivated individual to join our team as a Regional Dam Safety Engineer for Dam Safety and Floodplain Management.
The Division of Dam Safety has an award winning team and data tracking system that positions the division as a leader in dam safety. Dam safety staff work to provide for proper and safe design, construction, operation and maintenance of dams to protect public safety.. Dam Safety offers technical assistance and community education, coordinate with other state and federal agencies, and receive and provide grant funding through federal and state sources.
The Dam Safety team has a mission to protect the lives and property of the Commonwealth’s citizens from natural and manmade flooding through the implementation and administration of Virginia Dam Safety Act (§ 10.1-604 et seq.) and Impounding Structure Regulations (4VAC50-20).
THE OPPORTUNITY
This position provides regulatory reviews, support and assistance to dam owners, and consulting engineers using sound engineering principles to ensure compliance with regulations. This position, stationed in Richmond, Virginia will serve the southeastern areas of Virginia. In the role, the selected candidate will:
Fulfill the agency’s mission to protect lives and property
Participate in public engagement with state, local, federal and community partners and is a critical team player in the delivery of relevant training, technical assistance, outreach and education awareness messaging across the Commonwealth
Conduct safety inspections, issues operation and maintenance certificates and permits, monitors construction and alteration activities, and ensures technical documents meet regulatory standards in accordance with Code of Virginia
This incumbent of this position also staffs the emergency operations center during emergencies and participates in dam related emergency drills and exercises.
Minimum Qualifications
Extensive working experience demonstrating considerable knowledge and implementation of engineering principles of hydrology, hydraulics, soils, foundations, dam design, construction and maintenance, and the development and review of dam breach parameters.
Considerable knowledge and understanding of the Dam Safety Laws and Impounding Structure Regulations.
Ability to communicate effectively both orally and in writing by effectively articulating when providing customer service/technical assistance, delivering training, reviewing and completing technical documents and reports, and maintaining regulatory documents.
Considerable working experience, which demonstrates the ability to make sound engineering decisions, and provide factual and sound engineering advice.
Extensive working experience, which demonstrates proficiency in GIS, word processing, spreadsheet, database, and presentation systems/software.
Degree in civil engineering, agricultural engineering, related engineering disciplines or a combination of education/training and experience to provide the needed knowledge and abilities in those fields.
As a condition of employment, this position requires a current VA Professional Engineer’s (PE) License or the ability to obtain within six months of hire.
