Job Description

Under direction of the Regulatory and Legislative Affairs Manager, the 5620 Regulatory Specialist provides analytical and policy support on current energy regulatory, legislative and ratemaking matters that affect San Francisco’s energy interests, in particular the operations of the Power Enterprise, and evaluates the impacts of existing and proposed regulations and legislation on the Power Enterprise and on San Francisco. Responsibilities include monitoring and participating in regulatory and legislative matters at federal, state, and local forums related to developing or acquiring renewable resources and energy efficiency programs; analysis of climate change and greenhouse gas regulations, renewable portfolio standards, and other regulatory and legislative changes; assessing the City’s rights and ability to develop and deliver transmission and distribution services; fostering new load serving opportunities; and ensuring compliance with new regulatory and legislative requirements.

Essential Functions:

  • Reviewing and analyzing testimony, reports, tariffs, rules, regulations, protocols, and white papers on energy issues and regulatory proceedings that have a direct or indirect impact on the SFPUC as an energy provider/municipal utility and the City as an energy consumer.
  • Participating at hearings, meetings, stakeholder groups, and regulatory forums in support of such energy interests.
  • Working with legal counsel, preparation of discovery, testimony, comments and briefs.
  • Preparing summaries and briefings for dissemination of information and evaluation of requirements pursuant to legislation and regulatory filings or tariffs issued by regulatory and governing bodies, including but not limited to, the California Independent System Operator (CAISO), the California Public Utilities Commission (CPUC), the California Energy Commission (CEC), the California Air Resources Board (CARB), the Federal Energy Regulatory Commission (FERC), the Bay Area Air Quality Management District (BAAQMD), and the San Francisco Board of Supervisors.
  • Developing tariffs, rules & regulations and other service guidance policy documents that support the operational functions of the Power Enterprise.
  • Development of persuasive written analyses and arguments, as well as development of quantitative analyses (spreadsheet and model development) and written summaries of those analyses.
  • Research and track all federal, state and local regulations that may affect the department.
  • Advise and make policy recommendations to management on regulatory and legislative positions and strategy.
  • Provide regulatory expertise and support to managers and staff.

The 5620 Regulatory Specialist will perform other related duties as assigned.

Qualifications

Education:

A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field; AND

Experience:

Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis.

License and Certification:

Possession of a valid California driver’s license.

Substitution:
• A Master’s degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience.
• A law degree may substitute for one (1) year of work experience.
• A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience.

Selection Procedures

Supplemental Questionnaire Essay Exam (Weight – 100%)
The purpose of the Supplemental Questionnaire Exam (SQE) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include but are not limited to: knowledge of energy policy and regulatory proceedings, ability to analyze implications of new and proposed rules and regulations, ability to prepare briefs, comments and other documents for regulatory and legislative bodies and ability to communicate verbally and in written format.

Qualified candidates will be sent email notices to complete the MQSQ and SQE exam. Failure to complete these steps by the established deadlines will result in disqualification.

A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.

Score Report/Eligible List
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
