About the Agency: The Mississippi Department of Rehabilitation Services (MDRS) is a state agency dedicated to helping Mississippians with disabilities to live and work independently. MDRS serves through four major programs: Vocational Rehabilitation (VR), Vocational Rehabilitation for the Blind (VRB), Office of Special Disability Programs (OSDP), and Disability Determination Services (DDS). About the Position: This position is with the Office of Vocational Rehabilitation (OVR) and its function is that of a District Manager. The District Manager directs the work of Rehabilitation Specialists and paraprofessional staff in a variety of activities designed to provide vocational rehabilitation, guidance and counseling, training, physical restoration and other career services to individuals with disabilities. The work requires knowledge of the policies, procedures, and regulations of the vocational rehabilitation program, State Personnel Board and MDRS policies and procedures, and supervisory techniques. Work assignments stem from the policies and mission of the VR Program and the agency. Examples of work performed in this classification include, but are not limited to, the following:• Recommends personnel for hire and termination as needed;• Assigns Rehabilitation Specialists to designated caseloads and service areas;• Coordinates activities by scheduling work assignments, and directing the work of subordinate staff;• Evaluates and verifies employee performance through the review of completed work assignments and work techniques;• Provides administrative leadership and supervision to District staff;• Identifies staff development and training needs and ensures that training is implemented and obtained;• Responsible for day-to-day operations within the District;• Maintains records, prepares reports and composes correspondences related to the work;• Coordinates and supervises casework in accordance with the policies and guidelines of the VR program;• Assists in direction of fiscal accounting and budgeting activities;• Approves and distributes budget requests and expenditures;• Directs the preparation of administrative, personnel and statistical reports;• Serves as the liaison and maintains effective public relations with other state agencies and the public, including interpretation and advocacy of VR policy;• Participates in conferences and training sessions designed to solve problems encountered in casework;• May occasionally perform any task assigned to subordinate staff as necessary;• Serves as liaison between the Regional Manager and the various divisions and positions within the agency;• Has program planning and development responsibilities that impact consumers served and the community such as local school districts, mental health boards, community rehabilitation programs, substance abuse treatment facilities, human service agencies, business services, and other local organizations;• Performs all other related duties as assigned
What you’ll need to be Successful: A Basic understanding of Microsoft Office suite (Word, Excel, Outlook, etc.); Thorough knowledge of the principles and methods of vocational rehabilitation counseling and guidance; Experience and knowledge with case management functions; Ability to work as a team member and meet deadlines; Ability to analyze and interpret complex financial data; Ability to establish and maintain effective working relationships; Knowledge of federal and state regulations governing casework techniques; Knowledge of training and supervisory techniques; Ability to plan, organize, prioritize and coordinate work in an independent manner to achieve goals; Ability to interpret and follow policies and procedures
Preferred Qualifications: Typically requires a Master’s Degree and three years of experience. Agency Preferred Qualifications: A Master’s Degree in Rehabilitation Counseling, Guidance and Counseling, Special Education, Social Work, Psychology, or other closely related field; plus four (4) years of experience in vocational rehabilitation counseling or a closely related field, OR one (1) year of experience as a Deputy District Manager is required. A Certified Rehabilitation Counselor (CRC) certification is preferred.
