Position Summary
Under general supervision, this position leads the Reliability Compliance team, District Standard Owners, and subject matter experts in the design, implementation, and administration of compliance program policies, procedures, and work practices to ensure District-wide compliance with North American Electric Reliability Corporation (NERC) and the Western Electricity Coordinating Council (WECC) Reliability Standards as they relate to the GCPD’s Bulk Electric System. Develops, communicates, and implements policies, processes, procedures and internal controls. Oversees data collection and retention. Performs internal reviews and investigations.
Develops alliances with other stakeholders, regional entity representatives and counterparts at regional and neighboring entities. Participates in regional or national forums and promotes the District’s position within the power industry and regulatory agencies.

GCPD’s Compliance Program
- GCPD’s Reliability Council, staffed at the executive level, provides leadership, guidance, and direction for the NERC Reliability Compliance Program.
- This Reliability Compliance Program Manager is responsible to develop and maintain a programmatic platform for NERC Compliance that:
- Provides the information and guidance necessary to implement the direction authorized by the Reliability Council, so as to ensure GCPD continuously maintains a strong Reliability Compliance posture.
- Enables the development and implementation of an internal compliance program, associated strategic initiatives and work plans; and facilitates the participation of managers, supervisors, and district staff to assure appropriate resources are utilized in the execution of their responsibilities to accomplish reliability compliance objectives.
- Ensures GCPD meets or exceeds compliance with all Reliability Standards, avoids penalties and sanctions for noncompliance; and maintains a positive relationship with its stakeholders, neighboring and regional entities, and the Regulator (a.k.a. FERC/ NERC/ WECC).
NERC Program Functions
- Ensure GCPD’s Compliance Program aligns with and adheres to with the NERC Rules of Procedure, and its associated Compliance Monitoring and Enforcement Program and CMEP Implementation Plan, as well as guidance administered by the Regional Reliability Organization, WECC.
- Facilitate and ensure full cooperation with all NERC compliance monitoring processes such Compliance Audits, Self-Certification, Spot Checks, Compliance Investigations, Self-Reports, Self-Logging, Periodic Data Submittals, and Complaints.
- Prepare documents, reports, and responses to compliance inquiries with responsible SMEs and ensure accurately completed forms and reports, and timely submittals, as required by the Regulator.
- Ensure the preparation of self-reports and/ or effective mitigation plans for any type of potential non-compliance violation, as necessary.
- Oversee the monitoring of Reliability Compliance activities throughout the district and ensure up-to-date evidence of compliance is maintained.
- Create and maintain secure document repositories for documentation and evidence necessary to demonstrate compliance with NERC and regional Reliability Standards.
- Perform routine review of compliance policies, procedures, and work processes to ensure GCPD is meeting compliance obligations so as to preempt potential non-compliance violations. Where appropriate, conduct an in-depth Compliance Evaluation of identified risk areas to ensure compliance with Reliability Standards. Similarly, support GCPD Internal Audit Department activities, as called upon.
FERC/ NERC/ WECC/ Region
- Track FERC/ NERC/ WECC activities that could affect Electric Reliability Standards and inform GCPD’s Reliability Organization of potential or actual changes affecting the utility.
- Participate in regional and/or national forums related to the Reliability and Security of the Bulk Electric System. Participate in working groups, subcommittees and focus groups, as appropriate.
- Represent the District as the Primary Compliance Contact. As such, establish and maintain relationships with the Regulator and Regional Reliability Organization representatives and GCPD Reliability stakeholders, as well as regional and neighboring entities.
- Participate in the Standards development process, carry out compliance administrative functions, and monitor Reliability developments at FERC/ NERC/ WECC.
General Management
- Responsible for building and managing an effective workgroup. Hire, train, then mentor, coach, and teach for the development of staff. Provide clear work direction, goals, priorities, and objectives.
- Develop short- and long-range work plans that contribute to functional business unit plans and corporate Strategic Plan Metrics. Monitor, assess, and adjust plans, as appropriate.
- Responsible for identifying, establishing and implementing internal key performance indicators and internal compliance polices/ procedures for tracking and evaluating the district’s Reliability compliance posture. Routinely report on compliance initiatives, organizational performance, and the overall state of Reliability Compliance.
- Demonstrate commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD / IBEW Local 77 Code of Excellence.
- Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
- Actively support participate in all aspects of our safety program, including but not limited to:
- Following all safety policies and procedures.
- Alerting supervisors and coworkers to unsafe or hazardous working conditions.
- Reporting any safety incidents or close calls within 24 hours to your supervisor.
- Accepting feedback from supervisors and coworkers regarding your own safety performance.
- Actively support programs and actions that improve our Safety Culture by:
- Supporting the presence of safety in your Department (e.g., Include safety messages in business conversations; begin meetings as appropriate with a safety minute).
- Ensuring supervisors are monitoring the safety actions of their teams (such as completing safety training, reporting incidents timely, etc.)
- Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.)
- Acknowledging compliant safety behaviors and good safety performance from members of your team(s).
Education and Experience
Required
- Bachelor’s degree in a related field, or equivalent combination of education and/or experience related to this position.
- 5+ years’ experience in NERC compliance; may be possible to combine 3-years’ experience in NERC compliance with closely related fields of audit, electric utility operations, Critical Infrastructure Protection, or another related field.
Preferred
- Master’s degree in business management or a related
License and Certifications
Required
- A valid State driver’s licenses with no restrictions.
Preferred
- Professional certification, such as NERC System Operator, Project Management Professional, other.
Other Knowledge, Skills, and Abilities
- Knowledge of electric utility operations; Bulk Electric System, Critical Infrastructure Protection, internal controls; institutional compliance.
- Knowledge and technical understanding of NERC, NERC-CIP, and Regional Reliability Standards. And an understanding of the Regulatory bodies that govern Electric Reliability; FERC, NERC, and WECC.
- Ability to develop programmatic internal controls.
- Ability to interpret the impact of Regulatory administrative actions.
