This is a telework/hybrid position. The candidate of choice may be asked to work in the Tumwater, WA office one day per week. Travel will be required 2-4 times per year.
Are you an objective and analytical leader with a knack for research? Do you have the ability to conduct research, evaluate and analyze policies and programs? If you answered ‘yes’, the Washington State Department of Corrections is seeking a Research Analyst (Management Analyst 4) to join the Research and Data Analytics team! The goal of the Research Analyst is to provide analyses and recommendations for management solutions, reports, and presentations on divisional, agency, and/or routine issues that have significant impacts to the entire department.
In this role, you will analyze data in SAS and SQL and make recommendations regarding multi-dimensional and complex issues having a significant impact to our external customers including, but not limited to, legislative staff, Office of Financial Management staff, the Governor’s Policy Office, the Washington State Institute for Public Policy, and organizations and institutions that have requested data and/or technical advice. In addition, you will be tasked with providing professional technical analytical advice and consultation to executives, managers, and operational/business units inside the agency on data-related issues and producing ad hoc and recurring reports to support data-driven decisions at all levels of the organization.
The critical role of Research Analyst contributes to the development of performance measures that support the department’s strategic goals, including data collection, tracking, analyses, and reporting as requested by the department’s executive managers. You will produce complex reports and data analyses that sustain Results Washington and Results DOC performance measures, contribute to problem- solving efforts as identified and prioritized by agency leadership, and participate in other process improvement efforts within Research & Data Analytics.

Duties

As a Management Analyst 4, some of your duties will include:
- Directly supporting internal research projects that align with DOC strategic initiatives to improve processes, programs, and public safety outcomes including:
- Working with stakeholders to establish data sources, research questions, methodology, data requirements, analysis plans, timelines, and deliverables.
- Facilitating the Washington State Institutional Review Board (WSIRB) review and approval process.
- Ensuring appropriate documentation of project, including purpose, design, timeline, data sources, counting rules, program code, and associated products (update as needed).
- Assisting with Data Share Agreements (DSAs) and Memorandums of Understanding (MOU)
- Delivering and receiving peer reviews including:
- Performing peer reviews on RDA staff work
- Testing program and/or code to ensure accuracy
- Reviewing coding, presentations and other tasks while providing feedback
- Contributing to problem-solving efforts as identified and prioritized by agency leadership, and other process improvement efforts within RDA
- Ensuring appropriate data use and customer satisfaction through supporting tasks
- Responding to ad hoc, recurring, and external research requests from stakeholders in a responsive, accurate, and timely manner
- Independently developing, preparing analyses, and recommending data and business rules that support data needs, summaries, and reports
- Requesting include those from Legislative staff, the Governor’s office, and other high-profile customers
Qualifications
What we need (required qualifications):
- Bachelor’s degree in Criminal Justice, Sociology, Public Administration, social sciences, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent
AND
- A minimum of two (2) years of experience working with SAS (or equivalent statistical software including SPSS, R, Stata) and/or structured query language (Microsoft SQL or equivalent) to respond and complete research and/or policy-related inquiries and tasks.
OR
- Four (4) years of experience working with SAS (or equivalent statistical software including SPSS, R, Stata) and/or structured query language (Microsoft SQL or equivalent) to respond and complete research and/or policy-related inquiries and tasks
AND
- Intermediate skill level in Microsoft Word, Excel, and Outlook.
- A solid knowledge of program evaluation and research methods: design, sampling and survey, statistical analysis, and qualitative and quantitative research methodologies.
- Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points.
- Ability to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity.

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.

Retirement and Deferred Compensation

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
