Research Finance Manager

Job Summary:

Under the general supervision of the Division Chief/Center Director, the Research Finance Manager will manage the daily financial activities of grants/programs within the Division of Cancer Research and Training, Center to Eliminate Cancer Health Disparities, Accelerating Excellence in Translational Science (AXIS) Center and other funded grants/programs within the Division/Center. This includes research project budgeting, tracking, monitoring of program financial data, overseeing pre-and post-award administration of contracts and grants, and providing support and guidance for the faculty of the research division and external partners for collaboration.

The Research Finance Manager will serve all centers and programs in budget, finance, and accounting functions in a centralized financial structure. Prepares organizational financial analysis and budget reports. Performs high level budget analysis. Participates in long-range planning of the Division/Centers by preparing financial and statistical reports and advising Division Chief and Center Director PI on accounting policy and procedure matters. Serves as the point of contact between Principal Investigators and campus contract and grant administrators. Interfaces with campus business offices to facilitate complex financial transactions, consult on policy issues, and solve problems.

Essential Duties

  • Manage the daily financial activities of grants/programs within the Division of Cancer Research and Training, Center to Eliminate Cancer Health Disparities, Accelerating Excellence in Translational Science (AXIS) Center and other funded grants/programs within the Division/Center.
  • Provides financial status reports (FSRs) and the general ledgers and all journals’ procedures in conformance with Generally Accepted Accounting Principles and University’s accounting standards.

  • Providing pre-award and post-award administrative support including budget preparations, justifications, expenditure reviews/plans, and approvals, as well as accounting details and formal NIH reporting.
  • Monitoring for day-to-day allow-ability of expenditures, submission of interim budget reports, and the review and preparation with Director and team of the closeout documents according to institutional and federal requirements.
  • Maintaining financial records and program related expenses as well as monitoring the program budget for components of the Division, Cancer Center, AXIS Center, and other related program activities.

  • Assists in the procurement of equipment for the programs to ensure compliance with the federal regulations and CDU accounting policies on procurement.
  • Prepares and processes disbursements and related requests, including check requests, and purchase requisitions.
  • Monitors, reviews and verifies accounting records and transactions for accuracy, timeliness and adequacy of supporting documentation.
  • Ensure compliance with internal policies, agency rules and regulations, and generally accepted accounting principles.
  • Reviews expenditures of requisitioning departments to insure conformance to budgetary limitations.
  • Assists in special projects that require the gathering and summarizing of data.
  • Maintains the accounting records and filing system.
  • Acts as a liaison between program staff and finance department functions to disseminate financial information.
  • Prepares schedules needed for external and internal auditors.
  • Assists with the payroll, wire transfer requests and cash receipts of programs.
  • Assists with petty cash management for the division.
  • Maintains the fixed assets register for the programs.
  • Assists with budget modifications and subcontracts preparation.
  • Assists with annual progress reports pertaining to development of next year’s budgets and personnel schedules and other annual reports.
  • Ensure confidentiality and controlled access to sensitive information.
  • Performs other job-related duties as assigned or requested.

Required Qualifications:

EDUCATION:

  • Regionally accredited bachelor’s degree required; and/or equivalent of combined education and experience in the related field.

EXPERIENCE:

  • 5-8 years of experience in accounting and finance, preferably in a non-government organization (NGO).
  • Hands-on experience in bookkeeping, accounting, journal entries, general ledger through financial statements, analysis and budget.
  • Strong knowledge of accounting principles, federal and applicable rules, laws, regulations on grants and contracts.
  • Prefer applicant to have experience with NIH (e.g., NCI and NIMHD) related policies, budgets, expenditures, reporting mechanisms and guidelines (e.g., familiarity with OMB Guidelines, etc.)
  • Experience reading and interpreting notices of awards, or similar official documents and demonstrated knowledge of pre- and post – award grant budget submission/administration is strongly preferred.
  • Prefer applicant with interest and some basic experience in providing support for health disparities activities and providing service to underrepresent and under resourced communities.

  • Detail oriented, strong technical and organizational skills.
  • Must possess strong interpersonal skills to establish and maintain professional relationships.
  • Ability to work with all levels of personnel.
  • Require in-depth knowledge if the use of computer systems and related software.
  • Proficient in MS Word, Excel, Access, PowerPoint and QuickBooks a must

Compensation:

  • $81,504 – $104,000 annually
