Research Scientist 3 (DMRP)

Candidates must have:
1) Permanent status as Research Scientist 2 (SG-22), and be interested in reassignment, OR
2) A Bachelor’s degree in an appropriate field* and four years of such experience
Substitutions to #2:
• A Master’s degree in an appropriate field may substitute for one year of experience
• Ph.D. in an appropriate field may substitute for an additional year of experience
Preferred Qualifications
• Master’s degree in an appropriate field*
• Demonstrated track record publishing in peer-reviewed journals measured in number of first-authored and co-authored publications, and an h index
• Experience in substance use and use disorder epidemiology and/or policy
• Commitment to social justice, health equity, and harm reduction principles
• Expertise in using SAS and/or R for data management and data analysis
• Expertise in using statistical coding to format, clean, manage, and analyze administrative datasets such as US census data, American Community Survey data, SPARCS data, Medicaid data, or NHANES data
• Experience analyzing longitudinal data and repeated measures data would be an asset
• Ability to anticipate needs regarding data products such as producing pivot tables and other interactive data exploration aides for colleagues would be an asset
• Facility in reading, interpreting, and synthesizing epidemiologic and quantitative data in a fast-paced environment
• Strong organizational and strong verbal and written communication skills

*Appropriate fields include biostatistics, sociology, computer science, epidemiology, public health, etc.

Duties Description The Research Scientist 3 position will assist the Prevention Data Management and Analysis Unit. The functions of this position include but are not limited to the following:
• Manage the Prevention Reporting System (PRS), including participation in planning, developing, implementing, and testing changes to the PRS modules, screen workflow, data fields, and business rules to best meet the needs of all users, including providers, OASAS Division of Prevention (DPP) staff, OASAS Regional Office staff, and county Local Governmental Unit staff.
• Focus on evaluation of three key areas of prevention: (1) community coalitions as partners in delivering evidence-based prevention, (2) environmental change strategies, and (3) prevention education services.
• Query, organize, analyze, and periodically report on PRS data using SPSS or SAS; data analyses should be relevant, thoughtful, and useful.
• Merge PRS data with U.S. Census data, New York State Education Department data, and other sources to enhance data-driven decision making in the prevention field.
• Produce responses for ad hoc data requests from within and outside OASAS.
• Monitor OASAS adherence to the Strategic Prevention Framework (SPF), with particular focus on the assessment, planning, service delivery, and evaluation components to include examination of the process and outcomes of OASAS prevention programs and practices.
• Use PRS data, participate in the development process of standard reports in the PRS.
• Use PRS data, oversee development and maintenance of a set of maps and/or reports which can display prevention service needs, resources, and service delivery in a geographical context.
• Attend, as requested, selected PRS-related meetings and monitor announcement and informational emails sent to providers by the OASAS DPP.
• Supervise staff.
• Other relevant duties as assigned.
