Position Description:
Researcher 3/Field Rep for Districts 1, 7, & 8, Office of Technical Services, PN 20065703
Independently coordinates research efforts & projects with contractors, districts &/or the public; performs highway research activities & collects data involving system monitoring (e.g., vehicle counts, classification, weigh in motion, Global Positioning System (GPS) coordinates, highway performance monitoring system (HPMS)). Verifies proper operation of data collectors through data monitoring, review, & analysis of traffic data & performs modifications to in-road sensors &/or data collectors to improve the data quality. Assesses functionality of data collectors using a computer & related software (e.g., Midwest Software Solutions (MS2), PEEK Vision, Diamond Centurion Gold, Smartsensor HD, Miovision link, Drakewell) & electronic test equipment (e.g., Fluke Oscilloscope, battery tester, voltmeter, Diamond Phoenix, PEEK ADR Plus). Travels to perform maintenance, repair, calibration, &/or evaluation of data from traffic devices throughout the state. Operates tractor-trailer to perform Weigh-in-Motion (WIM) calibrations. Maintains & tracks inventory, maintenance, location, & condition of assigned permanent data collection equipment & devices using computer & related software (e.g., Microsoft Excel). Acts as liaison between Central Office (CO) data processing staff & the permanent site location & equipment to answer questions regarding data quality & issues with collected data. to assure conformance with traffic monitoring data quality standards.
Oversees contractors by coordinating & inspecting installation of in-pavement sensors for vehicle classification, speed detection, & weigh in motion detection; completes final field review of contractor projects. Creates punch list of work remaining & work not meeting contract specifications. Documents final approved quantities & any deviations from original work order or contract plans. Creates as-built plans for incorporation into MS2 system. Validates proper site selection, procedure, & techniques used by contractors for collecting short term traffic volume, speed, classification & non-motorized counts. Verifies calibration & operation of equipment used by contractors for data collection. Reviews plans & documentation for proposed Traffic Monitoring Sites; determines final new installation site locations based on data & equipment requirements.
Investigates & researches new technology & equipment that will improve Traffic Monitoring data. Completes detailed analysis, specification development, & adherence to federal standards as outlined in the Federal Highway Administration (FHWA) Traffic Monitoring Guide; documents findings in a report &/or presents to supervisor, peers, & small groups using computer & related software (e.g., Microsoft Office, Midwest Software Solutions (MS2)). Serves as resource person & technical advisor in specific research areas (e.g., traffic monitoring system operations, data collection) by replying to requests made by internal &/or external customers (e.g., district contacts, consultants, contractors, other state DOTs) using telephone &/or computer & related software (e.g., Microsoft Office). Participates in research projects undertaken by the office &/or division. Conducts training to other users of traffic monitoring software & equipment. Attends training, conferences, & meetings as needed. Performs other work-related duties as assigned.
Travels throughout the state approximately 90% of the time, 10% of which is overnight work.
Qualifications
24 mos. trg. or 24 mos. exp. in planning & conducting research studies using operational, mathematical, analytical &/or statistical research techniques & preparing reports, records &/or technical evaluations related to research conducted.
