The Opportunity
This position is a hybrid work type and can be based in one of the following locations: San Antonio, TX or Tampa, FL. Hybrid roles help employees gain the best of both worlds – collaborating in-person in the office and working from home when needed to achieve focused results.
The candidate selected for this position is going to get work with the Residual Markets/Flood Team in USAA’s home office in San Antonio or Tampa. With responsibility for the administration of USAA’s Write Your Own Flood Program, they will work with DXC Technologies, USAA Agency Flood teams, P&C Claims and CFO. They will also work with State Auto and Property Residual Markets, special flood projects, and flood system partners.
Ensures USAA P&C compliance with applicable federal flood and state residual market regulatory and legislative requirements, analyzing, interpreting, and communicating the impact. Develops, negotiates, implements, and monitors residual markets vendor contracts to meet USAA P&C business needs. Develops, implements, and manages flood insurance and residual market processes and programs to ensure they are compliant with internal requirements, executed in a cost-efficient manner and effective in achieving desired outcomes.
What you’ll do:
- Collaborates with management to ensure that the flood vendor service satisfies the processing requirements for P&C and are compliant with applicable federal and state legal requirements.
- Owns all USAA federal flood underwriting processes including member correspondence document creation and delivery cadence, training content creation and delivery for flood insurance professionals, usaa.com website flood policy content creation and maintenance for the member interface, and flood policy processing content and screen flows used by the flood insurance professionals. This includes the accurate and timely creation and dissemination of procedures, policy contract/coverage interpretations, and system enhancements to support the USAA Write-Your-Own Flood Program.
- Responsible for providing system and process troubleshooting for all USAA flood users for the flood policy processing system, the flood content on usaa.com, and the USAA IT interface.
- Serves as underwriting subject matter expert for resolving member complaints and inquiries regarding the federal flood program.
- Serves as a business analyst for USAA’s WYO Flood Program for accounting, claims, and policy administration functions.
- Mitigates, monitors, and reports USAA’s financial impact from the state residual markets.
- Reports and receives policy and statistical data to/from the federal government and state residual market mechanisms.
- Serves as a relationship manager for residual market vendor contracts assuring corporate compliance, identifying when contracts and agreements should be re-negotiated. Ensures contracts and agreements continuously meet the needs of state residual markets and USAA P&C and are compliant with applicable current and new legal requirements.
- Stays informed of and communicates related industry activities and trends that could potentially impact P&C financial results pertaining to flood and residual markets.
- Gathers and evaluates data to conduct root cause analysis and apply process-oriented approaches to identify and solve gaps and resolve issues within the process.
What you have:
- Bachelor’s degree: OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
- 6 years relevant insurance sales, service, and/or underwriting experience.
- Understanding of federal flood and state residual markets.
- Demonstrated knowledge of P&C Industry.
- Demonstrated knowledge of relevant industry practices, trends, and regulatory requirements.
- Demonstrated analytical, organizational, and problem-solving abilities requiring a high attention to detail to identify data errors and/or process gaps quickly and effectively.
- Demonstrated experience in vendor contract management.

What we offer:
Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $86,500 – $155,710.
Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
