Description
Under the general supervision of the Revenue Manager, performs a variety of administrative and clerical duties in the Income Tax and Utility Billing divisions, including typing, mathematical computations, completion and filing of forms, and customer service over the counter or by telephone. Must be able to keep the information in two divisions separate due to the confidential nature of the income tax information. Performs other work as required.
Examples of Duties
Examples of Work Performed: Income Tax Division
Files and maintains all income tax files.
Mails questionnaires, and other correspondence to new businesses and rental property owners.
Prepares monthly income tax collection reports and other reports and correspondence.
Performs cross-referencing of utility accounts with tax files.
Monitors the postage account.
Reconciles daily receipts and prepares bank deposit.
Answers phone and questions at the counter as knowledge of tax increases.
Maintains confidentiality of tax records.
Answers questions regarding small claims court cases.
Completes tax returns as knowledge of division increases.
Examples of Work Performed: Utility Billing Division
Accepts payments by cash, checks, credit cards, money orders. Must have the ability to facilitate cash transactions in their entirety.
Reconciliation of cash drawer, prepares bank deposits and performs daily balancing.
Enters data into and retrieves data from the utility billing system for purposes of establishing new accounts, closing accounts and other routine account informational purposes.
Calculates late fee application; negotiates payment plans with citizens.
Dispatches maintenance personnel for meter readings and maintenance as well as service terminations.
Provides customer service on the phone and in person regarding customer accounts, including customer complaints, questions and other inquiries or issues.
Imports and posts payment batches from various payment sources.
Posts penalties and prepares service termination lists.
Typical Qualifications
High School diploma or GED; one (1) year of office experience including use of office machines (PC, calculator, credit card machines, etc.); ability to accurately handle cash and reconcile a cash drawer; ability to interact with the general public; or an equivalent combination of training and experience.
Supplemental Information
Knowledge of basic bookkeeping principles and practices.

Ability to seek out and find errors that are not readily discernible based upon knowledge of utility procedures or tax codes.

Health Insurance offered is a high deductible health plan (HDHP) and health savings account (HSA). Monthly premiums are paid by employees at 21%. Deductibles are $2000/$4000 (Single/Family). The City funds 75% of the deductible after successful probationary period expiration as approved by the annual budget.
