Description

Performs complex professional and administrative work planning, coordinating, and executing the County’s Risk Management, Employee Occupational Safety, and Emergency Preparedness programs. Work is performed under general supervision.

Essential Functions

Essential Functions

  1. Develops, implements, and monitors the County’s Risk Management Program;
    1. Oversees, develops, implements, and establishes policies relating to the County’s property and liability insurance;
    2. Reports insurance claims to the carrier as needed; Reconciles funds received from insurance claims to invoices paid to ensure receipt of the correct amount of funds and proper coding of funds;
    3. Develops and recommends strategies for eliminating and or reducing potential losses and in the sign and implementation of loss prevention and safety training programs
  2. Develops, implements, and monitors the County’s Employee Occupational Safety Program;
    1. Oversees, develops, implements, and establishes work safety policies, training programs, and procedures. Performs safety/OSHA audits of worksites;
    2. Ensures regulations are met in regards to OSHA, NFPA, and ANSI standards;
    3. Coordinates administration of worker’s compensation insurance and OSHA compliance;
    4. Prepares and maintains OSHA files, reports, and annual 300A;
    5. Assists HR Director and Generalist with maintaining employee driving record checks;
    6. Responsible for managing the County safety committee;
    7. Works with HR Director to assign quarterly, annual, and as-needed training courses using the County’s learning management system;
  3. Develops, implements, and monitors the County’s Emergency Preparedness Program for County departments and employees;
    1. Oversees, develops, implements, and establishes Emergency Preparedness policies, procedures, and training programs for County departments and employees;
    2. Works with the Office of Emergency Services and acts as Deputy Emergency Coordinator;
    3. Ensures programs meet FEMA and NIMS requirements;
  4. Interprets, explains, and applies all applicable federal, state, and local policies, procedures, laws, rules, regulations, and standards; initiates any actions necessary to correct deviations or violations;
  5. Communicates with supervisor, employees, department heads, managers, other departments, County officials, vendors, third-party administrators, insurance representatives, medical providers, state agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchanging information, or resolve problems.
  6. Maintains a current knowledge of applicable policies, laws, and regulations; reads professional literature, attends workshops and training sessions as appropriate;
  7. Assist with general HR functions, as needed;
  8. All other duties as assigned.

Non-Essential Functions

  1. Maintains accurate and complete records and files; ensures confidentiality when appropriate.
  2. Meets with employees to explain policies and procedures,
  3. Ensures confidentiality is maintained for all personnel activities.
  4. Performs general support activities, including data entry, copying documents, filing information, preparing correspondence, distributing forms, etc.
  5. Performs related duties as needed.

Skills, Abilities & Other Requirements

  • Thorough knowledge of all aspects of Risk Management, Employee Occupational Safety, and Emergency Preparedness.
  • Must be able to plan, coordinate, develop, and execute programs.
  • Knowledge of applicable regulations regarding OSHA/VOSH safety law, FEMA/VA Emergency Response law, and policies.
  • Above-average computer skills, including word processing, spreadsheets, database management, computer presentation, and multimedia content development/presentations.
  • Thorough knowledge of property and liability insurance coverage;
  • Ability to identify risks and determine situations in which the County might be exposed to loss and how these situations can be eliminated or reduced;
  • Ability to analyze, interpret and report research findings;
  • Ability to interpret and make decisions in accordance with laws, regulations, and policies;
  • Ability to communicate in both oral and written form;
  • Ability to establish and maintain effective working relationships with employees, County officials, and the general public.

Minimum Qualifications & Experience

Education and experience equivalent to graduation from an accredited college or university with major course work in risk management, occupational safety, emergency preparedness, emergency management, or related field and one to three years of professional experience in risk management, occupational safety, emergency preparedness or emergency management.

Special Requirements

Must possess satisfactory results of a criminal history background check.

Must possess an appropriate driver’s license valid in the Commonwealth of Virginia.

Must possess or obtain VDEM – Principles of Emergency Management Program.

Must possess or obtain FEMA/VDEM certifications required to be a Deputy EM Coordinator.

Certification in emergency management or risk management is preferred.

COUNTY OF CULPEPER BENEFITS

There are a wide variety of benefits available to full time employees. These benefits include medical, dental, retirement, life insurance, optional life and disability insurance plans, flexible spending accounts, and a deferred compensation program.

RETIREMENT As a condition of full time employment, each individual is enrolled in a retirement plan with the Virginia Retirement System that provides a monthly benefit to all retirees for life. VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans. The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan.

All individuals, as a condition of employment, are required to contribute 5% of their gross salary into their retirement account each month.

LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employee’s annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit.

MEDICAL INSURANCE The County provides 2 medical plans that are offered through Anthem; HMO & HSA. Both provide various benefits to meet anyone’s needs.

DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents.

HOLIDAY/VACATION/SICK ACCRUALS The County offers 13 paid holidays per year. Vacation and sick accrual depend on the agency, office or department in which an individual is employed.

PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases.

SHORT TERM DISABILITY The County offers basic income protection through Anthem in the event an employee is unable to perform the essential functions of his or her position. Employees are paid 60% of their gross salary up to 76 days after a 14 calendar day waiting period is met. There is a 7 day waiting period for employees who are covered under the VRS Hybrid plan.

LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. Employees are paid 50% of their monthly salary. This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan. This coverage is provided at no cost to all employees covered under the VRS Hybrid plan.

VOLUNTARY INSURANCE PROGRAM The County offers voluntary insurance programs through a variety of insurance carriers. These include:

FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental or vision expenses not covered by the benefit plans. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually.

DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually.

DEFERRED COMPENSATION The County offers a 457 through Nationwide as another alternative to set aside money for retirement.

WELLNESS PROGRAMS All eligible employees and their dependents are able to receive a flu shot each year. This program is free to employees, and offered at a nominal charge for spouses and dependents 18 and older.
