DEFINITION
Under administrative direction, performs a variety of analytical and professional administrative tasks involved with the management support of City Attorney or Human Resources programs, operations, services, and policies; may supervise assigned staff; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
This is a journey-level classification in which incumbents perform a wide variety of analytical assignments in support of the City Attorney’s Office or the Human Resources Division. Positions in this classification are distinguished from a division head(s)/department head(s) as the latter classifications are responsible for the overall management of a division or department/office. The Management Analyst (Confidential) classification is designated as “Confidential” and may have access to information related to the administration of employee-employer relations.

Supervision is received from a division manager or department head.

SUPERVISION EXERCISED
May provide lead direction or supervision to technical, administrative, or temporary employees, volunteers, and/or interns.

Examples of Important and Essential Functions

Project Functions
Plans, organizes, directs and coordinates project activities; reviews both work in progress and upon completion to ensure compliance with department/office policies, standards, and directions; evaluates projects and makes recommendations; prepares and administers project budget(s); resolves problems and complaints regarding project activities; interacts with a variety of individuals and organizations to achieve project objectives; and provides recommendations and advice in assigned areas.

Administrative Functions
Conducts organizational, administrative, fiscal, and personnel related surveys and studies, analyzes data, and makes recommendations both orally and in writing; assists in the development and implementation of programs; coordinates request for proposals, analyzes proposals, makes recommendations, and provides oversight of contractual arrangements between the City and other parties; researches a variety of issues and formulates recommendations including preparing reports, memoranda, tables, charts, and graphs; may serve on City-wide committees or teams representing the City Attorney’s Office or the Administrative Services Department; establishes office procedures and corresponding forms; develops, prepares, and administers official documents for the division/department/office, such as ordinances, resolutions, staff reports, administrative regulations, orders, procedures, and guidelines; and may perform special assignments, as assigned, in routine or special activities.

In addition to the above listed functions, positions in the Management Analyst (Confidential) classification perform the following specialized functions based on their assigned area:

Human Resources
Conducts classification and compensation studies, recruitment and selection processes, benefits program analysis, and other human resources related analytical work; advises supervisors and managers on a variety of employment related issues, such as performance evaluations, progressive disciplinary action, and Memoranda of Understanding, Personnel Rules and Regulations, and state and/or federal employment law related interpretations, and other employment related issues; performs work on a variety of complex human resources projects, as assigned; may conduct or assist with conducting workplace investigations and report preparation; reviews and responds or coordinates the response to employment related claims; coordinates and/or conducts employment related training; conducts exit interviews; conducts reasonable accommodation process for non-industrial injured employees as per the American with Disabilities Act Title I; and may complete projects or assignments in support of labor relations activities.

City Attorney’s Office
Determines training program content, prepares curriculum based on training objectives, and may conduct trainings; secures and coordinates necessary instructors and applicable training logistics; maintains training records, and analyzes and evaluates training results; maintains comprehensive files and records; prepares and delivers presentations to City staff, loss control agencies, City Council, and others; may supervise and evaluate assigned staff; may represent the City as an alternate board member at Joint Powers Agency (JPA) board meetings; designs and administers employee health and safety programs; conducts on-site health and safety inspections of work sites and assesses facilities, property, and equipment for compliance with CalOSHA and other laws and regulations; investigates health and safety observations and complaints, and recommends corrective actions to eliminate unsafe working conditions and practices; plans and organizes safety-related activities and events; serves on the City’s Employee Safety Committee; consistently and proactively complies with all applicable health and safety regulations in a timely manner, including documentation and records maintenance requirements; develops and maintains on-going training programs on a wide range of safety and health topics; collects, compiles and analyzes a variety of information related to the City’s safety and risk activities; assesses risks and recommends solutions to limit and manage liability to the City; coordinates the processing of required workers’ compensation documents to third party administrator; coordinates and conducts the interactive process for industrial injured employees; provides liability claims administration, including claims investigation and claims resolution coordination; advises staff and contractors on insurance program related requirements; may issue insurance requirements and approve insurance and bonds for City contracts; analyzes and evaluates costs and benefits of alternate insurance programs, including self-insurance and insurance pooling; and coordinates the City’s Americans with Disabilities Act Title II activities.

Experience, Education, and Training Guidelines
Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Three years of progressively responsible, professional administrative experience performing a variety of analytical functions related to the assigned position, such as project/program management, fiscal analysis, and organizational development. Public sector experience is highly desirable.

Education: A Bachelor’s Degree in business administration, public administration, or a field related to the assigned position.

Training: Recent training, such as academic courses or certification programs, which are relevant to the assigned position.

License: May require the possession of a valid California driver’s license and a satisfactory driving record as determined by the City.

Other Requirements: Willingness and ability to work the hours necessary to accomplish the assigned duties; attend evening meetings; and travel out of town and attend workshops, conferences, seminars, and meetings during work and non-work hours.

Special Requirements: Essential duties require the mental and/or physical ability to work in a standard office environment; drive a motor vehicle, if required; read fine print and computer screens; operate a computer; effectively converse by telephone, in person, and to large groups and be clearly understood; safely lift and maneuver office supplies weighing up to 10 pounds; ability to sit for hours at a time; and stamina to work additional hours to meet deadlines.
