RISK PROGRAM MGR- BSA
WHAT IS THE OPPORTUNITY?
Responsible for the development, implementation, management, maintenance and enhancement of the Bank’s BSA risk assessment program under the guidance of the Senior BSA Risk Manager. Further responsible for building a BSA Risk Management function that works directly with the first line of defense to provide advice, guidance, and oversight on policy implementation, risk assessment, and day-to-day BSA risk management queries. Partners with technology partners and advises on best practices to enhance KYC processes. Manages the BSA and OFAC governance committee, serves as secretary, and advises on risk management topics and stakeholder engagement. The BSA Risk Manager is a strategic role and the individual is aware of industry developments, has strong business acumen, and is able to positively guide and influence through business partnerships across the three lines of defense.

WHAT WILL YOU DO?
- Develops and maintains risk assessment methodology to ensure that there are adequate processes, procedures and internal controls to promote an effective BSA/OFAC control environment. Prioritizes focus toward areas identified as having the highest levels of risk to the company.
- Assists in conducting the annual BSA/OFAC Enterprise Risk Assessment in order to assess the Bank’s risk profile and to identify compliance gaps, potential risk exposure and emerging risks.
- Develops a BSA Risk Management function that maintains strong relationships with the first line of defense.
- Provides advice and guidance to first line of defense on policy implementation, risk assessments, and general inquiries.
- Identifies, develops and/or collaborates in the development of BSA, AML, OFAC and the USA PATRIOT Act training on behalf of internal and/or external departments by partnering with business areas under the supervision of the BSA Officer or BSA Risk Manager and the Compliance Training Manager.
- Analyzes and evaluates compliance risks and recommends changes to policies, procedures, and processes to reasonably ensure risk-based and appropriate controls are instigated and maintained.
- Develops new and/or updates policy and procedures related to BSA, AML, OFAC and the USA PATRIOT Act Bank wide. Also, partners with business units for the development of departmental policy and procedures.
- Partners with business units to remediate BSA, AML, OFAC and the USA PATRIOT Act compliance findings identified in risk assessments, testing, internal audits and/or regulatory examinations.
- Performs daily activities of assigned functional area; prioritizing; completing multiple activities; resolves problems as they arise.
- Ensures activities are in compliance with legal/regulatory requirements and CNB policy and procedure.
- Communicates and escalates (as assigned) identified BSA, AML, OFAC and USA PATRIOT Act operational concerns to the appropriate level of management.
- Integrates activities with other departments to accomplish common goals.
- Maintains up-to-date knowledge of BSA/OFAC regulations, Bank policies, procedures and industry best practices.
- Participates in and completes bank-wide projects.
- Serves as resource (as needed) to internal customers; ensures quality customer service and effective and efficient operational support.
- Applies both technical and general business knowledge to resolve the most complex issues in assigned function.
- Performs other duties as assigned or requested.
WHAT DO YOU NEED TO SUCCEED
Must-Have*
- Bachelor’s Degree
- Minimum 8 years of experience in Compliance or Audit with BSA focus required.
- Minimum 4 years of experience in development, implementation, management, maintenance, enhancement or testing of BSA risk assessments required.
Skills and Knowledge
- BS degree with designation in business or finance or equivalent experience is preferred.
- Regulatory experience preferred.
- Reliable attention to detail, and organization/time management skills
- Highly motivated and self-starter. Ability to perform functional duties and related positions with minimal supervision.
- Ability to interact effectively with all levels of Bank personnel and customers.
- Excellent verbal and written communication skills.
- Excellent interpersonal/customer service skills.
- Knowledge of regulatory requirements with specific emphasis on BSA, AML, OFAC and USA PATRIOT Act, and general bank policies and procedures.
- PC skills required, including at least moderate to preferably advanced skills utilizing Microsoft Applications such as but not limited to, Word, Excel, PowerPoint, Access, Project, Visio, etc.
- Ability to analyze complex situations and provide guidance, make recommendations, and/or escalate issues appropriately.
- Ability to handle problem situations with colleagues and clients effectively.
Compensation
Starting base salary: $111,408 – $189,738 per year. Exact compensation may vary based on skills, experience, and location. This job is eligible for bonus and/or commissions.
