POSITION OVERVIEW
The Risk and Safety Manager provides loss control, risk and safety oversight and consultation, develops and maintains a county-wide risk and safety program to minimize potential workplace health and safety risks and ensure compliance with state and federal laws and regulations, conducts on-site safety inspections to identify and assess potential risks that may hinder or impact the safety, security or financial stability of the County and makes recommendations that may prevent or mitigate the risks identified. When requested, the Manager submits and monitors workers’ compensation and property/casualty insurance claims for the County in conjunction with the County Administrator and the County Attorney’s Office. The Manager compiles, maintains and analyzes data, and reviews state and federal laws and administrative rules, in consultation with the County Attorney’s Office, relative to risk management, safety, loss control and prevention to develop and recommend policies regarding the County’s safety and insurance programs. The Manager prepares and distributes safety and risk mitigation materials and information to departments, offices and employees. The Manager coordinates, conducts and attends safety/risk management meetings, attends risk management/safety trainings, conducts and performs inspections for the Americans with Disabilities Act (ADA) when requested, maintains employee driving files/certificates/driver’s licenses, maintains and submits vehicle log books. The Manager maintains and updates the Gallatin County Safety Manual and the Department and Office Emergency Plans and performs other duties as required or assigned. This position serves as backup to the Benefits Manager. This position will help employees with benefits questions and concerns when the Benefits Manager is not available.The position reports to the Human Resources Director, and does not directly supervise other county personnel.
- Provides loss control, risk and safety oversight and consultation, develops and maintains a county-wide risk and safety program to minimize potential workplace health and safety risks.
- Ensures compliance, in consultation with the County Attorney’s Office, throughout County workplaces with applicable federal, state and local workplace safety and health laws and regulations.
- Conducts and oversees risk and safety inspections, investigation of accidents and incidents, audits, and field visits of work sites and property to identify and assess potential risks that may hinder or impact the safety, security or financial stability of the County.
- Compiles, maintains and analyzes data that includes injury statistics and reviews state and federal laws and administrative rules relative to risk management, safety, loss control and prevention and trends to develop and recommend policies, in consultation with the County Attorney’s Office, regarding the County’s risk and safety and insurance programs.
- Consults with the County Administrator and County Attorney’s Office to ensure compliance with state and federal laws and regulations for workplace safety.
- Reports non-compliance regarding risk and safety issues to management and makes recommendations that may prevent or mitigate the risks identified.
- Maintains a safe workplace for employees by managing an aggressive health and safety program that reduces occupational health exposures to reduce lost time hours and injury frequency rate.
- Works with management and the County Attorney’s office to submit, and monitor workers’ compensation, and monitor property/casualty claims for the County.
- Plans, organizes and participates in County Safety Committee meetings.
- Promotes communication and education programs to create awareness and generate employee responsiveness toward risk and safety programs, policies and procedures.
- Provides training and engages in activities to promote employee compliance with health and safety initiatives. Prepares and distributes safety and risk mitigation materials and information to County offices, departments and employees.
- Responds to, addresses and resolves public and employee safety complaints or concerns.
- Evaluates the impact of new and proposed legislation on the County’s insurance and safety programs and makes recommendations to ensure County compliance with updated legislation.
- Maintains employee driver files and license records, fleet vehicle logbooks and obtains and maintains certificates of insurance on County assets.
- Conducts and performs inspections for the Americans with Disabilities Act (ADA) when requested.
- Identifies, evaluates, and minimizes the County’s exposure to injury of workers and workplace safety issues; conducts follow up on hazard corrections and recommendations discovered during inspections.
- Reviews ergonomic needs and requests from County Departments and Offices.
- Reviews and updates the Physical Requirements and working conditions sections of Gallatin county job descriptions.
- Reviews light duty assignments to confirm accurate implementation and continued need for such assignments.
- Creates, maintains and updates the Gallatin County Safety Manual.
- Maintains and updates the Department and Office Emergency Plans.
- Reviews and updates the Essential Physical Abilities in County job descriptions.
- Serves as backup to the Benefits Manager by helping answer questions in the Benefits Manager’s absence.
- Serves as backup to the Human Resources Assistant with helping employees.
- Performs other duties as required or assigned by their supervisor. This includes special projects, participating in training, and a variety of other functions as needed. If the County Commission proclaims a local emergency due to an actual or threatened disaster such as an earthquake, fire, riot, flood, etc., County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.
QUALIFICATIONS
Knowledge and understanding of:
- Principles and practices of risk and safety administration;
- Basic principles of human resources administration;
- Gallatin County personnel policies and procedures;
- County department and office functions, procedures, policies and organization and of established personnel rules and regulations, both state and local;
- Principles, practices and procedures of fringe benefits administration, affirmative action, equal employment opportunity, and Americans with Disabilities Act as applied in local government; and the governmental code of fair practices
- Employee benefit plan;
- Benefits and insurance contract language;
- Strong proficiency in Microsoft Word, Excel, PowerPoint, Outlook;
- Pertinent federal and state regulations, filing and compliance requirements affecting employee benefits programs, HIPAA rules and regulations, Montana Safety Culture Act and DOL requirements;
- Safety rules, accident investigation procedures and practices; and
- Governmental code of fair practices.
Skill to:
- Be proficient in the use of human resources information system (HRIS);
- Be proficient with standard office software;
- Listen and understand the personnel and organizational needs of County government;
- Deal with people in a manner which shows sensitivity, tact, and professionalism;
- Operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties;

EDUCATION & EXPERIENCE
- Bachelor’s Degree in Safety and Risk Management, Public Relations, Human Resources or closely related field and three (3) years of increasingly responsible professional experience in safety, risk management, liability insurance and workers’ compensation preferred.
- Orany equivalent combination of education and experience from which comparable knowledge, skills and abilities have been achieved supplemented by coursework, training or workshops in safety, employee benefits, safety and risk management or related fields that are relevant to this position.
Desired Qualifications:
- Strong background in safety and risk, training,employee communications, human resources with effective presentation skills
Desired Certifications:
- Certificates of Risk Management (CRM) preferred and/or Safety and an Associate Risk Manager (ARM) preferred.
Certifications:
Valid Driver’s License issued by the State of Montana.
