The Coordinated Care Agency (CC) offers comprehensive services, enhanced shelter, and housing for people experiencing deep poverty and homelessness. Permanent Supportive Housing (PSH) stabilizes and supports individuals and families who have experienced homelessness. Everyone deserves a safe, decent, affordable place to call home. It takes a highly collaborative, creative team to help end the cycle of homelessness permanently.

Grounded in this philosophy, the CC Roving Division Director works in collaboration with the PSH Division Directors and Director of Supportive Housing to provide leadership and support to PSH programs to ensure Key Performance Indicators (KPIs) are being met. This position assists with opening new programs and developing best practices for resident service delivery as it pertains to filling available units, working with referral resources to expedite paperwork, and other aspects of housing stability for people experiencing homelessness. The Roving Division Director reports directly to the Director of Supportive Housing.

Responsibilities

Program Management

The Roving Division Director is responsible for facilitating all aspects of the PSH programs in need of an Acting Manager due to a temporary vacancy or transition in leadership. This position ensures the smooth transition of job responsibilities and supports the on-site PSH teams. The duties listed in the job description encompass activities performed while providing on-site leadership.

Staff oversight:

  • In collaboration with the PSH Division Directors and Director of Supportive Housing, develop protocols for coverage and supervision at program sites where leadership gaps exist.
  • Hire, train, schedule and supervise staff while interim director at program sites. When appropriate, this position will complete corrective action and recommendation for termination of staff, both regular and temporary. Same for program volunteers, as necessary.
  • Respond to client and staff grievances.
  • Ensure the accuracy of documentation in resident files and HMIS, including annual assessments and program enrollments/exits.
  • Assist with annual file audits and staff/program evaluations.
  • Facilitate regular staff meetings and resident meetings.
  • Address resident and building issues and concerns.
  • Oversee the operations of the building to include rent collection, addressing lease violations, and coordinating maintenance, both scheduled and during emergencies.

Resident support:

  • Evaluate service delivery and recommend ways to improve residents’ progress and levels of success at meeting their goals.
  • Develop, implement and supervise the provision of essential services to residents in areas such as health, substance abuse, employment, housing, transportation and finances.
  • Coordinate and facilitate Care Conferences for residents in crisis.
  • Participate in Care Review meetings when residents are experiencing behavioral issues.
  • Model harm reduction and trauma-informed care when engaging residents.
  • Maintain relationships with service providers to ensure comprehensive care for residents.
  • Uphold a culture of privacy and security in confidential work environments.
  • Comply with all CCSWW policies and procedures that involve access to and safeguarding of resident Protected Health Information (all forms).

Fiscal oversight:

  • Manage the fiscal operations of programs, which may include developing and implementing budgets, paying bills, and depositing donations.
  • Monitor financial statements, write grant proposals and funding applications, conduct fundraising activities and solicit donations.
  • Monitor, enforce and negotiate all program funding and performance contracts and be responsible for all fund reporting and communication with funders.
  • Make or supervise all program purchases.

Miscellaneous:

  • Develop emergency plans for programs.
  • Participate in rotation of after-hours and weekend on-call supervision.
  • Read and respond to program electronic communication logs.
  • Participate in CCS-CHS collaboration meetings.
  • Represent and advocate for the program with the wider community.
  • Maintain good neighborhood relations.
  • Perform other job-related duties as assigned.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.

  • Able to make independent decisions and apply sound judgment in performing job duties.

Qualifications

  • Bachelor’s degree in social services or a related field, or commensurate experience in social services.
  • Two+ years of experience in direct provision of social services, preferably with homeless people.
  • Two+ years of experience with supervision.
  • Two+ years of experience with program administration, preferably in PSH programs.
  • Demonstrable understanding of Housing First, Harm Reduction, and Trauma-Informed Care.
  • Demonstrable understanding of Permanent Supportive Housing and the residents served in PSH.
  • Support and uphold the mission, beliefs and values of Catholic Community Services.
  • Support and contribute to a creative, collaborative and respectful environment that promotes teamwork.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  • Understanding of challenges faced by people experiencing homelessness, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
  • Ability to communicate with diverse audiences from residents to staff and leadership.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and objective of Catholic Community Services.
  • Valid Washington State Driver’s License and meet conditions of agency driving policy.
