Why does the job exist?

This position will work as an independent professional under the oversight of the State Elections Director and Deputy Director to plan, develop, administer and evaluate the Safe at Home Program (formally known as the “Confidential Address Program” (CAP) for the State of New Mexico).

How does it get done?

This position is responsible for performing administrative tasks to ensure compliance with statutory mandates for the “Safe at Home” program (formally known as the “Confidential Address Program” (CAP) for the State of New Mexico). The employee will maintain program participation, provide excellent customer service to program participants, ensure that confidential information
is managed properly, create and disseminate program information to social and community service providers.

The position is responsible for administering the confidential substitute address mail-forwarding services outlined in state law, as well as provisions outlined in the Election Code. The employee will develop and implement voter registration and voting procedures for program participants statewide, ensuring compliance with the federal National Voter Registration Act, the Help America Vote Act and the Voting Rights Act. The employee will lead program related activities such as the development and conduct of trainings, outreach resources and activities for internal and external stakeholders.

Perform tracking and reporting from a variety of documents and information management systems in the area of elections and ethics, including preparing statistical reports and data exports. Coordinate with outside entities such as other state agencies, vendors, and county/municipal clerk offices to promote efficient operation and conduct of elections and compliance with the law.
Work with a broad constituency including political candidates/incumbents, county and municipal clerks and staff, as well as the general public. Monitoring and updating portions of the Secretary of State website to keep information current. Assist with all Bureau of Elections projects as needed to ensure the mission and goals are achieved by the Office of the Secretary of State.

Minimum Qualification

Bachelor’s Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology and/or Family Studies/Services. Substitutions apply. See Substitution Table below.

Employment Requirements

Must posses a valid driver’s license, obtain a defensive driving certificate, and pass a background check.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage and exposure to occasional contacts with adult inmates. The SOS holds a separate telework policy.
