Job Description
Perform professional and responsible administrative work in the development and administration of safety policies, training, procedures, risk management and related programs. Work is performed under the general supervision of the Human Resources Director.
Essential Duties of the Position
The following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.
- Manages and implements the Town’s risk management, safety, and insurance programs.
- Performs professional administrative work in identifying risks and exposures, developing loss prevention and safety policies, and developing and conducting employee safety training.
- Reviews Town’s insurance programs to determine scope and quality of coverage provided and analyzes workplace facilities to ensure compliance with OSHA and ADA requirements.
- Coordinates with insurance carriers for workers compensation, automobile liability, general liability and other coverages as approved, review reports, claims, problems, and questions.
- Prepares or coordinates ongoing safety trainings, including specialized departmental trainings and driver management.
- Investigates accidents involving employees, residents, and/or Town property, and coordinates with departments to make appropriate recommendations for related modifications or trainings.
- Conducts regular inspections of building facilities, equipment, vehicles, worksites, and personnel for compliance with safety laws, rules, and regulations; makes recommendations to correct unsafe conditions.
- Conducts annual review of written programs, testing and training in compliance with OSHA standards.
- Manages safety committee meetings and implements actions and recommendation of the committees.
- Creates or updates job hazard analysis in coordination with departments and Human Resources.
- Coordinates Town’s drug and alcohol testing and return to work programs.
- Coordinates with Town legal staff on organizational contracts and risk assessments.
- Coordinates with departments on townwide medical cabinet, fire extinguisher, and AED inspections and replacement as needed.
- Responds to and investigates complaints.
- Performs other duties as apparent or assigned.
Minimum Required Education and Experience
Thorough knowledge of the principles and practices relating to insurance and risk management, occupational and/or industrial safety and accident prevention; general knowledge and ability to interpret applicable Federal and State laws and regulations regarding employee safety; general knowledge of the function and operation of each department; ability to understand and administer safety and risk management regulations; ability to inspect work sites, areas, and accidents and to create accurate reports and recommendations; ability to research, compile, and analyze data; ability to plan, develop, and conduct training programs.
Any combination of education and experience equivalent to a Bachelor’s degree with major course work in risk management, industrial relations, occupational health, or related field and 3 to 5 years’ experience in safety programs.
Possession of an appropriate driver’s license valid in the State of North Carolina. Possession of OSHA 10, 30, 500, or 501 certificate preferred.

This is light work is requiring the exertion of up to 20 pounds of force occasionally; work requires climbing, crouching, crawling, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, observing general surroundings and activities, use of measuring devices, operation of machines, and operation of motor vehicles or equipment; work has limited exposure to environmental conditions including cold and hot weather; work is generally in a moderately noisy location (e.g. business office with computer printers, light traffic).
