Position Summary

Under general supervision, this position exists to improve employees’ health and safety at work to maximize their potential and minimize safety risks; develops strategies and techniques to anticipate and control safety adverse situations; ensures employee exposure to hazards is appropriately minimized and mitigated.

EssentialFunctions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists in the development, implementation, and maintenance of all occupational health and industrial hygiene programs, policies, plans, and procedures; attends safety meetings and creates content and provides excellent delivery for training purposes; oversees and assists writers with developing appropriate content and potentially delivering proper training at safety events.
  • Performs accident and close call investigations along with root cause analysis and corrective actions; coordinates teams of investigators following a safety incident to formally research root causes and identify weaknesses in protocols and procedures; evaluates findings and develops corrective actions to ensure future safety.
  • Develops and facilitates the language used in safety manuals regarding policies and procedures; clearly combines all edits and additions to create fluid and understandable safety information and protocols; coordinates agendas, documents, pamphlets, and other training material, ensuring all information is streamlined and concise.
  • Facilitates various safety audits across the departments of Grant PUD; provides safety performance metrics reviews; evaluates areas for improvement and focus for safety and training; implements safety campaigns and initiatives based on this information; networks with other utility Committees and employees on continuous improvement efforts to enhance safety performance and culture.
  • Works with new employees to bring them up-to-speed on the safety risks with their positions; provides proper training to mitigate risk and facilitate a safe and secure work environment; expresses safety and culture expectations and ensures all departments are working together to achieve a high level of safety; networks with high-level and state-level parties to ensure all safety regulations are on par with requirements.
  • Actively travels, engages, and coordinates the utility’s efforts in line with the safety regulations and protocols established; works via meetings, employee training, and consistent personnel interaction to mitigate risk associated with hands-on departments; handles incidents with poise and precision while working towards a safe and secure culture.
  • Demonstrates commitment to Grant PUD’s mission, vision, values, and strategic plan. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies and procedures.
  • Actively participates in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures.
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
    • Reporting any safety incidents or close calls within 24 hours to supervisor.
    • Accepting feedback from supervisors and coworkers regarding your personal safety performance.
    • Supporting the Contractor Management Program.

Education and Experience

Required

  • High school diploma or equivalent and three-and-a-half years of utility/industrial work experience including field experience working with associated safety programs (Confined Space Permits, LOTO (Clearances), Hot Work Permits, Job Hazard Analysis, etc.).

License and Certification

Required
• A valid state driver’s license with no restrictions is required.
• Possess or obtain a valid First Aid card including CPR training, equivalent to the State of Washington requirements for Industrial Fist Aid.

Preferred
• Bachelors’ Degree in engineering, chemistry, physics, or in a closely related biological or physical science or five (1) years of work experience.
• One (1) years of experience in supporting safety culture in the utility industry.

Other Knowledge, Skills, and Abilities

  • Knowledge of department policies and procedures, federal and state rules, compliance and reliability, best practices and procedures, safety and security guidelines and regulations, utility policies and standard operating procedures.
  • Skill in hazard recognition and elimination or mitigation of workplace hazards; interpersonal skills, including clear and concise communication both in writing and verbally, ability to work in a team environment.

  • Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
  • This position will include both field work and a standard office setting.
  • Duties require the physical dexterity, strength, and balance to work safety in all aspects of maintenance and operation of Power Production and Power Delivery field work.
  • Must possess good visual perception and color comprehension.
  • Must be able to work in field environments with varying weather conditions.
  • Ability to lift to 55 pounds regularly and up to 80 pounds occasionally.
