Summary
The Safety/Emergency Management Coordinator is directly responsible for emergency management planning and the general supervision of the campus security department. The Coordinator provides leadership for the college in all matters relative to safety and security of its students, employees and visitors, sites and property. This position reports directly to the Vice President of Finance and Administrative Services.

Salary is restricted to above range and will not exceed the maximum of the range. Salary offers are non negotiable and offers are determined and are based upon related work experience submitted on resume.

Duties and Responsibilities

  • General supervision of the campus security department. Liaison with third party security company.
  • Develop short- and long-term goals and objectives for enhancing personal safety, emergency response, and property security for all students, employees and visitors utilizing college facilities, sites and property.
  • Serves as a direct liaison with all outside law enforcement agencies.
  • Collaborate with outside law enforcement, medical, fire and other emergency response centers to create and foster linkages for services.
  • Supports the Office of the Dean of Student Development, Equity, and Inclusion.
  • Plan, request and administer the departmental operating budget. Monitor and report on expenditures, cash flow and income as requested.
  • Collaborate with other college personnel as needed, to plan and provide public safety and security support for college activities and events.
  • Supervise the appropriate follow-up and investigation of all reported incidents, collaborating with the college behavior intervention team when appropriate, ensuring that all college safety and security policies, as well as state laws, are properly enforced by public safety personnel including referrals to appropriate agencies, when necessary.
  • Collaborate with the Critical Incident Team to evaluate effectiveness of emergency preparedness and response plans, training and materials, recommending changes as needed
  • Develop contingency plans for handling emergency situations, planning coverage for special events, training college staff and employees accordingly.
  • Oversee the scheduling of safety and security presentations/workshops/drills for students, faculty and staff addressing safety policies, procedures, guidelines, emergency response/preparedness, and additional safety topics related to a higher education environment, facilitating student learning, ongoing professional development and self-responsibility throughout. This includes outreach programs such as domestic violence awareness, suicide prevention, opioid/drug awareness and Narcan programs in collaboration with other departments
  • Collaborate with facilities managers, student representatives and staff to review, plan and implement building and facility safety policies, procedures, signage, and informational materials.
  • Stay current with regulations and developments in the emergency preparedness and public safety fields, recommending changes for college policy and procedures, as appropriate. Review, evaluate and modify as appropriate all internal protocols.
  • Attend public safety meetings, workshops and other events for professional development and networking.
  • Serve as chair of the Critical Incident Team.
  • Member of Environmental Health and Safety Committee.
  • Use a variety of computer software to maintain files, activity logs and records. Compile data, format and prepare reports including Clery Annual Safety Report and reporting to Department of Education.
  • Serve as Omnilert Admin access personnel for the College.
  • Be on the “call list” for the alarm systems.
  • Maintain/update call lists for alarm notifications and contacts for alarm company.
  • Maintain the Navigate program for emergency preparedness.
  • Manage and oversee the day-to-day operations of the security system, employee photo ID card machine, and processes photo ID’s, parking hangtags, and locker requests. Works closely with the Office of Human Resources in issuing and terminating employee ID cards.
  • Manage parking/citation database.
  • Manage and oversee sTART report completion for incidents/follow-up.
  • Perform related duties as assigned.

Required Qualifications
Required
Education

  • High school diploma or equivalent.
  • Associate’s degree from an accredited college or university or minimum of five years demonstrated experience in emergency preparedness.
  • Foreign degrees – must provide a US equivalency report of your degree credentials with your transcript, if not, your resume will not be accepted.

Certifications

  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)
  • Certification in ICS100, ICS200, ICS300 and NIMS700 and NIMS800 within one year. Must recertify every 5 years.

Work Experience

  • A minimum of five years of experience in emergency management or related field.
  • Knowledge and experience in applying best practices for public safety and security programs.
  • Experience and demonstrated knowledge of critical incident response, emergency planning and management, current technology and communication systems, incl. National Incident Management Systems (NIMS).
  • Ability to work collaboratively with local and regional emergency and safety agencies.

Knowledge, Skills, Abilities

  • Effective crisis management, de-escalation and conflict resolution skills.
  • Demonstrated understanding of and commitment to student safety at a commuter college.
  • Ability to interact effectively with diverse groups and individuals at all organizational levels.
  • Excellent interpersonal skills with ability to use discretion and good judgment in a variety of circumstances.
  • Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.

  • Experience in higher education setting.

Physical Demands
While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; talk and hear. Must be capable of lifting 50 pounds, continuous walking and climbing stairs throughout campus. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
