DESCRIPTION

Coordinates the day-to-day operations and staff involved in administrating and implementing safety training and related compliance programs training for Augusta Utilities Department. Ensures and enforces the guidelines of federal, state and local laws, and departmental policies and standards. Reports to the Engineering Division-Assistant Director. Assists in properly training employees on equipment operation and work processes to include PPE use, causes of loss and prevention methods. Implements corrective measures to reduce and/or eliminate potential losses. Performs all other duties as assigned.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Coordinates OSHA and department related safety programs, policies, and procedures. Collaborates with Assistant Directors to ensure Divisions are in compliance with applicable laws, rules and safety regulations. Writes and implements safety policies and procedures.
  • Conducts safety training and related programs. Conducts safety, CPR, First Aid, AED and Flagger or other safety training for new and existing department employees regarding proper methods and techniques to ensure safety compliance within assigned work areas. Maintains training records as needed.
  • Coordinates and monitors departmental and specific work group implementation of safety programs and measures. Reviews accident reports and Worker’s Compensation claim. Investigates and resolves disputes that involve safety and work site conditions.
  • Coordinates and conducts risk and safety assessments to include audits. Conducts on-site safety inspections of Consolidated Government work sites, buildings, grounds, equipment, materials, and employee work methods to minimize safety risks. Evaluates safety conditions and unsafe practices while reviewing assessment reports of contracted studies. Identifies short- and long-term safety needs and non-compliance issues. Provides corrective recommendations as needed.
  • Conducts investigations of safety hazards and injuries. Visits accident sites, investigates accidents and injuries to ascertain cause and recommends corrective action if appropriate. Compiles and analyzes data on accidents and loss experience to identify trends. Prepares and submits related reports and records as required.
  • Participates in related committees and work groups: chairs and provides staff support to departmental safety committees; serves as a liaison to Consolidated Government-wide safety committee; serves on emergency planning/evacuation committees; and assists with evacuation planning process.
  • Maintains current knowledge of industry, regulatory and legislative developments affecting safety and risk management to ensure compliance in areas of responsibility: maintains required certifications; and attends meetings, training workshops and continuing education to maintain current knowledge of trends and developments in the field for application to areas of responsibility.

MINIMUM REQUIREMENTS

Education: Bachelor degree in Business Administration, Management, Occupational Health, Occupational Safety or a related field of studies. With three (3) years of experience in occupational health and safety or public/private sector risk and safety programs

OR

Associate’s Degree in Business Administration, Management, Occupational Health, Occupational Safety or a related field of study with five (5) years of experience in occupational health and safety or public/private sector risk and safety programs.

Licensing:

  • Must be able to obtain Defensive Driver Certification(s) within 6 months of hire.
  • Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment. ***This position requires driving a county vehicle.***

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, traffic hazards, or rude/irate customers.

  • This position requires staff call up in an emergency situation.
  • Travel from office to other locations required of this position.
