JOB SUMMARY

The Projects and Grants position is located in our County Finance department and supports the Clerk’s role as Hillsborough County Comptroller to the Board of County Commissioners (BOCC). This position is responsible for ensuring the integrity of the Oracle SAAS Projects (and Grants) Module. The position is essential in monitoring and reporting expenditures of federal and state funding for County sponsored projects and programs, thus reducing the risk of receiving findings on the federal and state Single Audits and management letter comments issued by the County’s independent auditors.

JOB SPECIFIC COMPETENCIES

  • Knowledge of generally accepted accounting principles for both governmental and commercial entities.

  • Knowledge of Oracle SaaS, especially the General Ledger, Projects Module, and reporting tools.

  • Knowledge of Microsoft Excel, Word, PowerPoint and other software.
  • Skill in preparing and/or approving journal entries and subledger miscellaneous batches including sufficient support and description.
  • Skill in account analyses and reconciliations.

  • Skills in oral and written communication, time management and customer service.
  • Ability to research accounting and grant data and source documents through OnBase document management and workflow system.
  • Ability to read contracts, Rules of the Auditor General, Code of Federal Regulations (2 CFR Part 200-Grants and Agreements), Compliance Supplement, Governmental Accounting Standards and other accounting literature.
  • Ability to work independently.

REPRESENTATIVE DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Prepare the annual federal and state single audit schedules and related notes. Submit the Data Collection Form and reporting package to the Federal Audit Clearinghouse.
  • Review and approve journal entries to maintain balance between the general ledger and Projects Module by analyzing grant/projects-related journal entries and subledger entries-miscellaneous batches.
  • Prepare journal entries at year-end for revenue accruals, revenue deferrals, and expenditure accruals based on the review of grant contracts, grant trial balances, and other data.
  • Prepare and analyze a comparison of financial statement grant revenues and single audit expenditures to identify potential errors or missing transactions. Assist financial reporting area with annual external audit by supplying reports, answering questions, and providing analysis of major program grants.
  • Review grant contracts and set up award specifications in the Projects Module, including grantor, funding amount, type, effective dates, whether it earns interest, and other required details. Develop and run reports to extract award and grant project information as needed for customers, auditors, and internal use.
  • Post bi-weekly payroll to the Projects Module and work with departments to resolve payroll exceptions related to employee coding and grant budgets.
  • Perform monthly and annual closing of the Projects Module.
  • Collaborate with Information Technology Department to test system updates or enhancements and to resolve reported problems.
  • Review grant trial balances for cash equity balances, receivables, fund balance, revenues and expenditures. Communicate potential audit concerns to applicable departments for resolution.
  • Assist BOCC departments in solving project/grant-related problems. Facilitate training as needed and communicate best practices to minimize findings on the federal and state single audits and the annual County audit.
  • Cross-train other staff to serve as backup for essential functions of the job.
  • Other duties and projects as assigned by management.

Performs other duties as needed, including those performed by subordinate fiscal, financial, and/or clerical staff.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

A combination of education, training, and experience that would reasonably be expected to meet the job-specific competencies.

Preference may be given based on level of experience in accounting (particularly grant accounting), bookkeeping or financial record keeping and level of education, (such as an associate or bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, or other business-related field).

SALARY: $25.64 hourly/ $53,345 annually
