Senior Associate, Privacy Compliance

New York Life Insurance Company (“New York Life”) is seeking a Senior Associate to provide support to our Privacy Compliance Unit. The position will report to the Corporate Vice President in the Privacy Compliance Unit within our Corporate Compliance Department and will be located in New York, NY.

The Senior Associate will assist New York Life Insurance Company and its Investment entities in fulfilling and complying with U.S. and international privacy laws and regulations, including GLBA, HIPAA, GDPR, CCPA and other state privacy and breach notification laws. The duties and responsibilities listed below are representative of the types of responsibilities the Senior Associate may handle but are not intended to be an exclusive list. New York Life is looking for a proactive team player to be an engaged member of the Compliance team. With the increasing importance of privacy, this position will be exposed to and need to develop working relationships with other key areas of the company. The position will have regular interaction with senior management, compliance, legal and operations personnel and our cybersecurity team.

RESPONSIBILITIES:

  • Assist in overseeing a privacy program and implement policies and processes that enable consistent, effective privacy practices, which minimize risk and ensure the confidentiality of non-public information (NPI), paper and/or electronic, across all media types.
  • Ensure privacy forms, policies, standards, and procedures are compliant with applicable laws and up to date.
  • Work with senior management, information security, and the Chief Privacy Officer to establish governance for the privacy program.
  • Collaborate and liaise with the information security department to ensure alignment between security and privacy compliance programs including policies, practices, and investigations.
  • Perform or oversee initial and periodic information privacy risk assessments/analysis, mitigation, and remediation.
  • Take a lead role in ensuring the organization has and maintains appropriate privacy and confidentiality consents, authorization forms and information notices and materials reflecting current organization and legal practices and requirements.
  • Oversee, develop, and deliver privacy training.
  • Participate in the development and implementation of the process to investigate and respond to privacy complaints and questions, and ongoing compliance monitoring to ensure all privacy issues are addressed.
  • Manage all required breach determination and notification processes under HIPAA and applicable State breach rules and requirements.
  • Oversee the annual privacy notice mailing.
  • Initiate, facilitate, and promote activities to foster information privacy awareness within the organization.
  • Maintain current knowledge of applicable federal and state privacy and breach notification laws.
  • Work with legal counsel, and other related parties to represent the organization’s information privacy interests with external parties (state or local government bodies) who undertake to adopt or amend privacy legislation, regulations, or standards.
  • Provide compliance advice to business units regarding state and federal privacy laws and regulation, information security, and cybersecurity.
  • Advise on data privacy and cybersecurity issues related to third-party transactions and arrangements.
  • Participate in cybersecurity and privacy projects as they arise.
  • Respond to third-party and regulatory questionnaires and inquiries regarding privacy and security compliance matters.
  • Provide support with our artificial intelligence and big data governance efforts.

QUALIFICATIONS AND EXPERIENCE

  • 3-5 years’ experience in compliance yielding a comprehensive understanding of technology and best practices in the compliance field, specifically focused on Privacy Compliance.
  • Knowledge and experience in state and federal information privacy laws, including but not limited to GLBA, HIPAA, GDPR, CCPA and other state privacy and breach notification laws .
  • Ability to work independently and with others and meet critical deadlines.
  • Detail-oriented, organized, highly proficient individual to work in a fast-paced, deadline driven environment, and able to solve complex problems in a collaborative manner.
  • Willingness to learn new skills.
  • Strong communications (both verbal and written) skills and analytical skills. Good relationship builder.
  • Ability to stretch and be challenged.
  • Ability to recognize new/emerging patterns and respond with appropriate investigative techniques based on applied knowledge and a wide range of research/investigative techniques.
  • Strong investigative and the ability to perform varied and extensive research.
  • Proficiency in Microsoft Excel, Word, PowerPoint, and Outlook and/or experience in using other database applications
  • Bachelor’s degree.
  • Strong ethical commitment.
