The NYC Department of Buildings is seeking a registered design professional (Mechanical Engineer) to help with implementation of a suite of sustainability laws, including Local Law 97 of 2019, which sets a cap on greenhouse gas emissions (GHG) emissions from certain buildings. This subject matter expert will be dedicated to the enforcement efforts of the suite of laws which impacts approximately 50,000 buildings across the city with the goals of increasing energy efficiency, electrifying, and eliminating carbon emissions from New York City building stock. The selected candidate will work within the Bureau of Sustainability.
The Senior Building Emissions Auditor will be accountable for the following:
• Directing auditors in the examination and review of GHG emission reports, Energy Audits and Retro-commissioning reports, and supporting documentation for compliance with sustainability laws, for technical accuracy, consistency and compliance;
• Assigning work, monitoring team and individual auditor workload, and screening incoming jobs for completeness;
• Monitoring team and individual auditor productivity to ensure smooth continuous flow of work and compliance with Agency service levels;
• Working with staff to translate business needs into technical documentation that supports the Department’s business processes such as standard operating procedures, reference/user guides, fact sheets, bulletins, service notices, etc.;
• Researching complex technical issues, issuing interpretations, and responding to inquiries submitted by the industry with respect to the requirements for GHG Emissions Reporting;
• Preparing reports and recommendations on the approval of building emission reporting;
• Participating in the creation and delivery of training and educational documentation to internal staff as well as to the public with respect to GHG Emission reporting and the installation of sustainable building solutions to reduce GHG Emissions;
• Assisting supervisors with management of unit operations, including developing and maintaining workload management plans, analyses, schedules, reports and spreadsheets, and performing assigned tasks as requested;
• Maintaining quality control of energy efficiency and emissions reporting reviews;
• Assisting with investigations and enforcement actions, including the issuance and resolution of violations and development of disciplinary cases;
• Providing technical expertise in audit investigations and inspections of GHG Emission Reports;
• Investigating buildings to determine compliance, prepare communications to inform the owner of results;
• Responding to public inquires on technical issues in person, via telephone, via fax and e-mails;
• Assisting other staff in the Bureau of Sustainability, as needed;
• Communicating the Agency’s core mission and message to customers with the goal of improving public perception and clearly communicating initiatives;
• Working efficiently, effectively, and creatively with minimal direction under aggressive deadlines; and
• Supervising, training, and evaluating energy and emission auditors.
Minimum Qual Requirements
1. A valid New York State License as a Professional Engineer.
2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Preferred Skills
1. Familiarity with the following: NYC Construction Codes and related rules, the New York City Charter, NYS Multiple Dwelling Law, NYC Housing Maintenance Code, NYC Zoning Resolution, and the Energy Code and other sustainability laws and regulations.
2. Excellent writing, research, communication, and analytical skills.
3. Experience drafting code, rules and other legislation.
4. Strong applied knowledge of architectural and engineering concepts, especially related to the energy consumption of large buildings. LEED Accreditation, CEM, or Passive House Certification a plus.
5. Knowledge of the US EPA Portfolio Manager Tool, on-site energy generation systems and carbon metrics.
6. Ability to work independently and as part of a team on multiple assignments.
7. Proficiency with PC software such as Microsoft Excel, Microsoft Word, and Microsoft PowerPoint. Knowledge of whole-building energy simulation software a plus.
Additional Information
Only candidates with at least 4 years of experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage will be considered

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
Candidates who qualify for Administrative Inspector (Buildings) and have a valid New York State License as a Professional Engineer may be considered under that title.
Candidates who scored 100 on Administrative Inspector (Electrical) Exam No. 2071 and have a valid New York State License as a Professional Engineer may be considered under that title.
