The Senior Business Project Manager is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees. The cannabis industry will be in the building and implementation phase of growth for many years to come. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation with developing and improving the regulatory program to ensure Missourians have safe access to cannabis. The Senior Business Project Manager will coordinate team work across bureaus and units to assist with policy development, program and industry guidance documents, and rule development, including developing guidance for staff and the industry for the application of rules. These functions assist the Section for Compliance and Enforcement and the Division, as a whole, in standardizing and efficiently regulating Missouri’s cannabis industry.
What you’ll do:
- Coordinate the development of written guidance for the cannabis industry and section staff which will assist with industry compliance, rule interpretation and consistency in rule application and enforcement.
- Research the cannabis industry and system user trends for Department awareness regarding possible rule or policy changes related to cannabis regulation.
- Coordinate tracking of federal or state legislation that may impact the Department’s responsibilities, rules or policy related to cannabis regulation.
- Collaborate with other associations, coalitions, or groups that partner with the Department on cannabis.
- Coordinate, research and design industry and policy specific trainings for staff.
- Research best-practices for organizational improvement.
- Analyze complicated program data in order to recommend data-driven policy to senior leadership.
- Analyze state statutes, constitutional law, and associated rules that impact the team’s regulatory practices.
- Research, design and implement policy specific training for regulated cannabis facilities and section staff.
- Complete related or similar duties and special projects as required or assigned.
All you need for success:
Minimum Qualifications
- A Bachelor’s degree from an accredited college or university (substitutions may be allowed).
- Four (4) to seven (7) years of relevant experience. Regulatory compliance in business related field preferred.
- Proven track record in project planning and implementation.
- A high level of initiative and problem solving skills in areas of responsibility.
- Ability to lead and mentor team members.
- Ability to plan, monitor and complete complex projects.
- Ability to work in a fast paced environment with many competing priorities.
- Ability to develop effective solutions and strategies.
- Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
- Ability to organize and manage time efficiently.
