THE POSITION

Under general supervision, provides supervisory duties in support of Senior Center programs and operations including planning and coordinating the activities at the Senior Center and associated recreation programs; oversees Senior Services programs to provide a variety of community social services and health programs to City of Commerce Seniors, including transportation, recreation, enrichment, and health and wellness programs and services; supervises staff, events and participants; develops and implements the Senior Center schedule/calendar of events; executes the City’s recreation schedule/calendar of events and activities for the assigned recreation center; plans and develops community specific programs and events; supports City-sponsored special events; provides leadership to recreation staff, volunteers, and participants; ensures recreation facilities and equipment are maintained and provides a safe environment for recreation participants; and ensures the safety of the facility and program participants.

  • Plans and oversees the daily activities of the Seniors Services programs; ensures that program staff implements standards of Seniors Services programs in compliance with State standards for public services program funding.
  • Meets regularly with staff to offer technical advice and guidance; analyzes and evaluates issues and proposals; plans, prioritizes and assigns tasks and projects; counsels, trains and coaches staff to meet performance goals and quality standards; monitors work and evaluates performance.
  • Monitors Seniors Services programs, program participation and resource allocations; evaluates service delivery, and community needs; inspects work sites to ensure quality program services and effective use of resources; ensures program activities are in compliance with all laws, policies, regulations and goals.
  • Analyzes trends, and evaluates program requirements, community concerns and resource utilization; coordinates services with other programs, departments and agencies to develop plans to address Seniors Services health and socialization issues.
  • Serves as information source and liaison between the City and various community and advocacy groups, advisory boards and State and regional organizations; conducts presentations and training programs to coordinate the Seniors Services programs with other organizations in the community.
  • Develops and monitors budget for programs and services; ensures that appropriate services are provided; compiles and analyzes a variety of reports and operational statistics; coordinates information and ensures effective communications between Seniors Services programs and other agencies.
  • Supervises a variety of administrative activities including records management, employee scheduling, payroll reporting, and work activity reports; maintains inventories and ensures that adequate materials and supplies are available; reports and resolves safety conditions and security issues.
  • Publishes monthly senior newsletter; determines content; writes articles; oversees staff assistance in preparing publication; coordinates with City departments for graphics and publication; distributes to seniors.
  • Provides other special services to or on behalf of seniors, such as case management for homebound seniors (i.e., calls daily to senior’s home), accommodating disabled seniors, overseeing special classes for senior safety at home, advocating for senior issues, and provides facility and support for senior funerals; coordinates food distribution through local food bank.
  • Maintains absolute confidentiality of work-related issues, records and City information.
  • Operates City transit vehicles.
  • Provides meeting support for the use of the Senior Center facilities to other City departments and/or other agencies and regional meetings.
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor’s degree in social services, recreation, gerontology, or a closely related field.

AND

Four (4) years of experience in recreation programs involving services to seniors, including supervisory experience.

SPECIAL REQUIREMENTS

Required Licenses or Certifications:

  • Must possess a valid California driver’s license and safe driving record.
  • First Aid/CPR/AED certifications.
  • Required to pass a background investigation.
  • Specific technical training or certifications may be required.

The City pays 100% of the monthly premium for employees and eligible dependents. This benefit includes one eye exam, one pair of lenses and a one-year supply of contact lenses per year.

Dental Coverage Provided by UMR
The City pays 100% of the monthly premium for employees and eligible dependents. The maximum benefit per calendar year per covered person is $2,000. The lifetime maximum benefit for orthodontic expenses per covered person is $3,000.

Life Insurance
Every full-time employee is provided Term life insurance equal to his/her annual salary with a maximum of $150,000.

Short-Term Disability Standard Insurance
Full-time employees must be employed a minimum of 30 days prior to receiving short-term disability benefits. There is a 29-day waiting eligibility period, and the maximum allotted time period is 180 days.

Long-Term Disability Standard Insurance
Coverage begins when an employee’s disability period exceeds the 180th day timeline under short-term disability. The maximum allotted time period is determined by age when the disability begins.

Public Employees’ Retirement System (PERS) Retirement Benefit
Effective July 1, 2013, NEW CalPERS employee members will commence paying an employee contribution of 6.75%. A new employee who is not a member of CalPERS or is a former CalPERS member who has been out of CalPERS for six (6) months or more will be eligible to enroll in the City’s 2% @ 62 Defined Benefit Pension Plan.

Effective July 1, 2014 “Classic” CalPERS employee members will be eligible to enroll in the City’s 2% @ 55 CalPERS Retirement formula and will contribute a 7% employee contribution towards CalPERS Defined Benefit Pension Plan.

Deferred Compensation
The City contributes $25 per pay period and shall match an employee’s deferred compensation in an amount not to exceed 3% of the employee’s gross salary contribution per pay period.

Easy Eight Trip Reduction Program
Employees are eligible to participate in the Easy Eight Trip Reduction Program. Employees who carpool eight (8) days in a month are eligible to receive $25 per month for ridesharing / carpooling.
