Description

Purpose: (General description and summary)

This position oversees clinical and residential programming for intensive services programs (ICM) and Supportive Housing (Choice Motels, Bridgeview, Clifford Apartments, Sandy Apartments, Douglas Fir, Halsey, and Hartner), ensuring high quality service delivery. The Senior Director of Intensive Services position will work to develop meaningful integration of Peer, Clinical, and Residential in each of their programming. The position aids in the procurement and development of new programs that require high care clinical services, including existing Permanent Supportive Housing Partnerships. Additionally, this role serves as an agency resource for consultation on high or complex care needs and works to develop the workforces’ ability to meet the needs of the community.

Accountabilities: (Responsibilities of the job)

  • Collaborates with other senior staff members and agency leadership in developing policies that represent current agency practices, and support strong ethics and solid program operations.
  • Accountable and responsive when issues arise from either internal or external parties and clarify based on the agency’s established policies and procedures.
  • Works in partnership with outside resources and stakeholders to facilitate mutually beneficial relationships to ensure consumers and programs have access to necessary resources.
  • Provides leadership and program direction for designated facilities and community programs. Acts as backup to other staff managers when needed and available after hours via pager for issues requiring immediate attention.
  • Acts as spokesperson for agency and attends state/county meetings as required. Interfaces with various county or state programs and develops mutually beneficial relationships with stakeholders.
  • Works and engages with funders on developing new programs that are mission aligned.
  • Oversees project management of new programs, including programming, staffing, budget, and operations.
  • Oversees the program budgets and reviews with Program Managers to ensure the appropriate level of cost containment and spending management.
  • Reviews contracts and ensure fidelity of programming. Reports contract goals to contract holders, including CCOs, Multnomah County, and the Joint Office of Homelessness services. Monitor contract expectations and leads contract negotiations.
  • Reviews the training programs offered to the program and direct care staff, coordinates with HR and QI staff member to approve timely completion of courses. Facilitates in-house training as required.
  • Approves program workplans, service outcomes and measures/evaluates goals and objectives of each program on an annual basis.
  • Contributes to grant proposals, RFP’s, and summarizes reports on grant funded activities as required.
  • Provides direct supervision and professional development to assigned program managers.
  • Demonstrates strong leadership responsibilities by conducting timely employee performance reviews, provides on-going performance improvement feedback and coaching.
  • Manages, supports and works closely with direct reports and management team in identifying development training plans and programs. Collaborates with the other staff members to ensure the program training recommendations align with the organization’s processes and programs.
  • Initiates a model of integrative care in designated programs.
  • Performs other incidental and related duties as required and completes them in a timely manner.
  • Engages meaningfully in the agency’s development through participation in strategic planning, collaboration with internal partners, and demonstrating alignment with the agency mission, values, and goals.
  • Be available within the agency as a consultation and subject matter expert on high needs cases, crisis prevention, and crisis response and de-escalation.

Education/Certificates/Licenses/Registration:

Required: A Master’s Degree in Social Work or related field,

Required: At least three years’ experience in program management.

Required: Have extensive knowledge of crisis response and need for high care consumers.

Experience/Qualifications:

The successful applicant will have Senior-level program skills and the ability to attend to numerous details and understand multiple regulatory standards. Applicants must also have direct training and experience in implementing functional analysis strategies and designing programs based on data outcomes. Demonstrated experience should also include a positive history of leadership in the areas of staff development, program planning and innovation, budget development and management of fiscal control systems, strategic planning, and community development.
