Construction Inspector – Water (Engineering Technician): $31.35 – 41.25/hour
Senior Construction Inspector – Water (Senior Engineering Technician): $36.67 – $48.26/hour

The City of Hillsboro Water Department is currently seeking one entry level and one senior Construction Inspector to join our team. The City of Hillsboro’s Water Department is responsible for supplying water to over 90,000 customers and acts as the managing agency for the Joint Water Commission, which serves more than 400,000 customers in Washington County, Oregon. Hillsboro is unique in that it’s a small town that manages large assets and has exciting opportunities for project inspection. This position will inspect a wide range of projects including waterline replacements, subdivisions, industrial buildings, multi-family housing, water treatment plant upgrades, and pump replacements.
As a Construction Inspector with the Water Department, you will play a vital role in Development Services group, assuring new construction is in compliance with our Design & Construction Standards, providing standby for critical infrastructure & coordinating construction with multiple departments and agencies.
Our ideal candidate will be outgoing, collaborative, and adaptable to a changing workload and have experience with underground utility construction. In addition, excellent communication and customer service skills will be necessary for the position’s interaction with the general public and public outreach, as well as the ability to read and comprehend construction documents and plans. Candidates must be comfortable working outdoors on construction sites both large and small, as well as in a professional office environment.
Examples of Essential Work
The primary focus of this position is to perform construction inspection for Capital Improvement and Developer projects for the Water Department.
Duties include:
- Reads and understands construction plans and enforces the City’s Design and Construction Standards.
- Maintains daily construction activity logs with sufficient detail to track project activities, materials, schedule impacts, and costs; records materials on site and installation dates, and work performed to support progress payment and change order analysis.
- Provides support for Capitol Improvement and Developer Projects, including Cathodic Protection Asset installation/testing, GPS data collection, field investigations, standby inspections, project planning and design.
- Supervises the flushing, hydrostatic testing and disinfection of newly installed water lines following the procedure in the City’s Design & Construction Standards.
- Identifies and resolves construction-related problems, conflicts, or discrepancies that may arise during the project. Applies problem-solving skills, critical thinking, and effective communication to address challenges and ensure successful project outcomes.
- Conducts regular, task and project related status meetings with consultants, contractors, the public and involved parties.
Additional duties for the s enior level position
- Serves as a lead worker over assigned personnel responsible for day-to-day coordination of related issues including directing and reviewing work, providing trainings, participating in performance evaluations, monitoring time and attendance, assists in the training of engineering technicians, and answers technical questions.
- Oversees technical reviews and administrative support of engineering operations.

Acceptable Experience and Training
Construction Inspector (Engineering Technician) requires:
Associate’s degree in Civil Engineering, Construction Engineering, Geographic Information Systems, or a closely related field; and, based upon assignment, 2 years of journey level experience in drafting, office and field inspection engineering, surveying work, Geographic Information Systems, and/or data/computer analysis related to area of assignment; or , an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Within 1 year of employment obtain Cross Connection Specialist Certification from the State of Oregon.
These positions require a valid driver’s license and safe driving record.
Senior Construction Inspector (Senior Engineering Technician) requires:
The requirements listed for the Engineering Technician, plus at least 3 years of journey level experience in drafting, office and field inspection engineering, surveying work, Geographic Information Systems, and/or data/computer analysis related to area of assignment. Experience with lead work responsibilities.
As these roles entail working outdoors in diverse weather conditions and within a professional office environment, both independent and collaborative teamwork capabilities are highly valued. Both positions require excellent communication skills both written and verbal, attention to detail and strong computer skills.
