Description

The Senior Contract Manager – Data/Quality is responsible for data, reporting, and quality assurance of contracts and performance measures, as well as procurement and management of voucher contracts.

This position is predominantly remote with partial onsite as needed.

Essential Job Functions

  • Manage school voucher contracts.
  • Manage DCF contracts.
  • Perform quality reviews of contract files and reports (e.g. voter registrations, return on investments, etc.) for compliance.
  • Review data in Carisk for submission compliance and errors and notify providers as needed.
  • Run data validation reports to ensure all data is being submitted as required.
  • Monitor number served and performance measures through the Carisk Portal to ensure contractual requirements are being met.
  • Update and maintain the Budget Accounting Tracking System (BATS) and the Contract Tracking System Access databases with new codes and other items as needed (i.e. reports, etc.).
  • Onboard new providers as needed.
  • Review and update the Contract Resource Guide as needed.
  • Issue and coordinate procurements as necessary: write, post and advertise solicitations, respond to questions, review responses to ensure the minimum requirements were met, conduct meetings with the review committee and provide final scores for the procurement.
  • Ensure procurement for services is executed in accordance with contractual and system of care requirements and within governing rules and regulations.
  • Create equity report (when applicable) to present to CFBHN staff, committees, regional councils, and subcontractors to show equitable distribution of funds as defined by policy; update information related to equity as needed.
  • Assist with development and annual review of applicable policies and procedures, including those related to contract compliance, procurement, and others (when applicable).
  • Act as backup to the Director of Contracts, as needed.
  • Perform other duties as assigned.

Qualifications

Required Education/Experience

  • Bachelor’s Degree in a data-related field, or a combination of education and relevant experience.
  • Two years’ experience in quality assurance.
  • Contract management experience a plus.
  • Advanced skills in Microsoft Excel required.
  • Experience with Microsoft Access a plus.
  • Experience working in not-for-profit behavioral health environment a plus.
