The Senior Contracts Specialist for ITT manages contracts and budgets from contract development to project completion. This role requires strong organizational skills, excellent writing and editing skills, exceptional math and analytical skills and the ability to prioritize. The activities of this role are split between monitoring budgets of existing projects, monitoring the process of budget reviews and writing the scope of work for new projects.
Major Responsibilities
• Under supervision of the IT Director of Procurement and Budget, with latitude for independent decision making, develop scope of work, manage the Life Cycle of IT Contracts, and manage the budget and report on contract portfolio.
• Write scope of work for IT projects in collaboration with project managers and other stakeholders to capture precise and clear language defining project goals and expected outcomes; expedite the progression of contract development projects; manage the successful completion of work within a defined timeline.
• Navigate and manage the city’s processes across the life cycle of the contract. The contract life cycle is complex with multiple oversight agencies and many different stakeholders.
• Facilitate Request For Proposal process, including coordinating meetings with vendors.
• Draft IT new needs justifications to support additional funding requests for the ITT department; monitor progress of each request through the review and approval process.
• Strive for process simplicity and efficiency by identifying bottlenecks in current state and taking ownership over improving them.
• Identify tasks to automate or simplify; create templates and seek opportunities to streamline workflow.
• Prepare budget reports and monitor spending on information technology systems, services, hardware and software; review the availability of budgeted funds; assist in cost-benefit analyses to determine value; work together with IT procurement staff to ensure that budget is balanced at the closing of the fiscal year and there is no surplus or deficit.
• Assist in managing the capital budget for the Department; prepare authoritative reports and analyses of complex budget conditions; act as a liaison between the Agency and the Office of Management and Budget (OMB) when required; assist in the submission of project funding requests and budget modifications.
• Track all aspects of capital funded projects including reconciliation of accounting and budgeting functions; assist in ensuring that the Department achieves budget targets each fiscal year and ensure that any budget problems and/or issues are communicated with leadership.
• Support cross-departmental collaboration including colleagues in the ACCO office and purchasing and accounting; recognize when to escalate issues for successful resolution.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to “1”, “2”, or “3” above.
Preferred Skills
1. Experience in the procurement of goods and services and managing budgets.
2. Experience processing large procurements from start to completion including managing and writing procurement contracts across all methodologies.
3. Experience with managing budgets (Personal Services, OTPS or Capital expense).
4. Detail oriented; strong analytical, interpersonal, and organizational skills; ability to communicate effectively with all levels vertically and seamlessly collaborate with others.
5. Strong writing, math and presentation skills.
6. Familiarity with project management concepts and timelines.
7. Ability to meet deadlines and manage work effectively by using time wisely.
8. Proficient in disseminating information in a simplified manner and creating presentations when needed.
9. Ability to adapt to a fluid work environment with changing needs and priorities.
10. Service oriented with the ability to develop positive customer relationships.
11. Strong Microsoft Excel and Word skills.
12. Experience and in-depth knowledge of the City’s procurement policies, rules, and City’s Minority/Women-owned Business Enterprise (M/WBE) Program which supports the City’s goal to increase contracting opportunities and alleviate market disparities, is preferred but not required.
13. Strong knowledge of City systems including Financial Management System (FMS); Procurement and Sourcing Solution Portal (Passport) preferred but not required.
