The PUCO is the state agency responsible for the oversight of utilities such as natural gas and electricity and enforcement of safety regulations for motor carriers, ferries, and railroad companies. Transportation

The Transportation Department regulates railroad, trucking, bus, towing and watercraft companies across a broad range of activities. The PUCO enforces general and hazardous material standards through inspections in the commercial trucking and railroad industries. To increase motorist and pedestrian safety, the department provides technical help and allocates federal and state funds for safety devices at railroad grade crossings.

What You’ll Do:

A Haz Mat Specialist 2 (Hazardous Materials Investigation Specialist 2) [HMIS2] will :

    • Conduct Hazardous Materials Vehicle Inspections
    • Complete Compliance Investigation of Motor Carriers
    • Complete New Entrant Safety Audits of new Motor Carriers
    • Complete Shipper Investigations of non-Motor Carriers
    • Complete Investigation reports with investigator narratives
    • Public Education and Outreach to large groups
    • Comprehensive Investigation of commercial vehicle crashes, spills or release of hazardous materials
    • Attend training and maintain certification required for the job classification
    • Testify as a witness at Administrative Hearings as needed

Telework (Remote): This position is subject to the PUCO teleworking policy and an approved teleworking agreement.

Position – Work Hours* – 7:30-4:00, Monday-Friday; The PUCO offers a Time & Attendance Policy that ensuressufficient staffing to meet customer needs, establishes business hours of operation and core hours, and provides time and attendance accountability for staff, while providing flexible scheduling options. Policy options include Alternative Work Schedules: A schedule that includes Start-Time Windows, Flextime, or Compressed Work Schedule.

*Working hours, schedule and options made available will be determined by the supervisor and/or department management to ensure adequate staffing to perform all business and administrative functions to provide maximum service and meet divisional and overall agency operational need.

REPORT TO WORK LOCATION: The employee’s home will be the primary work location.* The employee’s home must be located within 30 air miles of 801 Wheeling Avenue, Cambridge, Ohio 45502,Guernsey County. Employee’s be required to report to office as directed by supervisor. For All Remote Positions: The employee must live in the state of Ohio or be willing to relocate to Ohio.

MINIMUM QUALIFICATIONS:

  • 48 months training or experience in commercial transportation safety practices & procedures; AND 12 months training or experience in hazardous materials regulation compliance/enforcement; AND valid driver’s license.
  • OR 24 months as Hazardous Materials Investigation Specialist 1.
  • OR equivalent of Minimum Class Qualifications for Employment noted above.

BONUS EXPERIENCE:

    • Experience as a Commercial Motor Vehicle (CMV) mechanic
    • Certified to conduct Hazardous Materials Inspection by Federal Motor Carrier Safety Administration (FMCSA)
    • Certified to conduct Cargo Tank Inspections by FMCSA
    • Certified to conduct Other Bulk Package Inspections by FMCSA
    • Certified as a Hazardous Materials technician
    • Completed Firefighter training
    • Work experience as a Hazardous Materials truck driver
    • Experience wearing personal protective equipment (PPE)
