The Senior Director for Public-Private Partnerships will source, structure, underwrite, negotiate and manage public-private real estate development partnerships to deliver redevelopment projects incorporating both MBTA facilities and private residential and/or commercial buildings, on MBTA property or a combination of MBTA and private property. The Senior Director would work with the MBTA’s Office of Chief Engineer, Capital Delivery, Commercial Strategies and operating departments to determine MBTA requirements to be incorporated into these projects, to oversee the project design/design review process, and oversee the construction process; with the Environment Department, DOT and municipal/state/federal agencies on local, State and Federal environmental permitting processes; with the Legal and Procurement Departments to structure procurement processes consistent with MBTA/DOT authority; and with the General Manager’s Office on Legislative strategy to advance P3s. The position will coordinate with staff internally and relate externally to private sector consultants, development partners, designers and construction contractors.
Duties & Responsibilities

  • With Chief/Deputy Real Estate officer and others, identifies best candidate properties for P3s that will improve, build or rebuild MBTA facilities as well as accommodate housing or economic development.
  • Builds financial models to determine feasibility, and highest and best use. Engages Real Estate brokerage community to research market trends and market drivers.
  • Establishes scopes and budgets, secures internal funding and
  • Select and hire third party consultants, e.g., architects and engineers for project due diligence and conceptual design work.
  • Working with consultants and the Office of Chief Engineer, Capital Delivery, Commercial Strategies and operating departments, determines MBTA requirements to be incorporated into these projects, establishes concept-level cost estimates.
  • Joins Real Estate Industry organizations to network and present MBTA-owned properties for development opportunities.
  • Working with the Legal and Procurement Departments, structures and manages P3 partner procurement processes consistent with MBTA/DOT authority.
  • If required, coordinates with the General Manager’s Office on Legislative strategy to advance P3s.
  • Manages selection of P3 partners, through rigorous public processes that may include RFQs, RFPs, and/or other instruments.
  • Working with Chief/Deputy Real Estate Officer, the Legal Department and outside counsel/consultants, structures and negotiates term sheets, development agreements and leases that ensure delivery of both public and private project elements.
  • Coordinates with MBTA’s Environment Department, MassDOT Office of Planning, GM’s Office and private P3 partners on local, State and Federal permitting processes, and community relations.
  • Manages multi-departmental MBTA and private P3 partners’ coordination and approval processes through design, engineering, and contractor selection. Oversees budgets, force accounts, payment of review consultants.
  • Oversees P3 partners’ construction processes in coordination with Capital Delivery’s TOD group.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor’s degree from an accredited institution in planning, public policy, political science, real estate, environmental policy, or a related field.
  • Ten (10) years’ experience managing design and development of large-scale mixed-use real estate projects, including programming/planning, underwriting, design, permitting and community relations, engineering and/or construction.
  • Seven (7) years supervisor/managerial and/or leadership experience.
  • Extensive knowledge of real estate project finance, development, and planning.
  • Ability to work effectively independently with excellent interpersonal skills.

  • Five (5) years of this experience should be in the private sector.
  • Three (3) years’ experience in public sector related to land-use planning or real estate development.

  • Strong writing and public speaking ability, analytical experience, and local real estate market knowledge.
  • Motor vehicle driver’s license to attend municipal meetings.
