NRDC is seeking a Senior Electric Vehicle and Infrastructure Advocate to work with the Climate and Clean Energy team from our San Francisco, Santa Monica, Washington D.C., New York, or Chicago office.
Position Summary
NRDC is seeking a talented individual to engage on federal and state-level policies to accelerate the deployment of infrastructure and advance other policies necessary to electrify vehicles – one of the largest sources of pollution in the United States. This position requires demonstrated ability to work in a team environment; direct experience in policy, technical analysis, and/or legal engagement within the transportation or an energy-related field; and ability to lead and manage complex projects and assignments. The ideal candidate will have experience working collaboratively with partners from the environmental, public health, environmental justice, business, and/or consumer organizations, particularly in campaign environments.
Responsibilities
- Advocate for federal and state policies needed to accelerate the electrification of the transportation sector, the largest source of climate pollution in the nation, through engagement with federal and state agencies, legislatures, and executive and administrative offices including written and oral testimony in regulatory proceedings and legislative hearings. Specific policy focus areas are likely to include:
- Seizing the opportunities to deploy charging infrastructure for electric vehicles from passenger cars through heavy freight trucks and buses by leveraging federal investments in the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to boost local, state, and private investments;
- Advancing incentives and other policies to increase access to electric vehicles and charging infrastructure, especially in underserved communities;
- Working internally and externally across different sectors to build and motivate coalitions to advocate for strong policies and best practices for charging infrastructure; and
- Spreading model state policies to deploy charging infrastructure and to ensure that transportation electrification supports an increasingly clean electric grid.
- Develop public-facing content such as public comments, testimony, presentations, and blogs.
- Help develop and lead execution of charging infrastructure advocacy strategy.
- Engage in electric utility regulatory proceedings before public utility commissions.
- Actively participate in national, state, and regional coalitions and clean transportation stakeholder groups. This will include work with coalitions such as the National EV Charging Initiative, as well as with partners focused on expanding access to charging infrastructure particularly in underserved and frontline communities.
- Collaborate with our federal team to advance supportive legislation and regulations.
- Engage community groups, labor, electric utilities, automakers, EV charging companies, equipment manufacturers, battery manufacturers, mining interests, and other stakeholders.
- Lead research and analysis needed to support our advocacy, either by conducting original research or by managing consultants conducting analysis.
Qualifications
Required
- Commitment to NRDC’s mission and values.
- At least four years of relevant work experience.
- A graduate level degree or commensurate experience in a related discipline(s) such as engineering, public policy, business, or law.
- Experience with environmental policy advancement, ideally for clean vehicle standards or deployment, utility regulation, and/or energy and climate change policy.
- Strong written and oral advocacy skills, especially communicating technical and analytical information in a clear and persuasive manner.
- Ability to work both independently and collaboratively in a team setting.
- Ability to travel among priority states for advocacy engagements and to other NRDC offices for advocacy and planning purposes.
- Strong project management skills that could be readily applied to the job responsibilities listed above.
Preferred
- A law degree and admission to the bar to practice, including representation before a public utility commission.
- Demonstrated experience with advocacy in regulatory, legislative, and executive forums.
- Strong technical research, analytical and quantitative skills.
- Experience building and working within broad coalitions.

We offer competitive salaries, excellent benefits, and a supportive working environment. Salary is based on a nonprofit scale and commensurate with skills and experience. For this position, the salary is $113,000 to $121,000. Internal equity considerations and the average salary of the peer range will be reviewed before making a final offer.
In February 2022, NRDC’s offices reopened after closing due to the COVID-19 pandemic. We are currently operating in a hybrid model-we offer NRDCers flexibility; we ask them to come into the office and spend meaningful time there in collaboration with their colleagues. We call this purposeful presence. The preference is for this role to be based in Washington, D.C.; other locations where NRDC has offices may also be considered.
