The Position
East Bay Municipal Utility District’s (EBMUD’s) Design Division, part of the Engineering and Construction Department, is seeking a Senior Electrical Engineer with exceptional technical, interpersonal and communication skills. Reporting to the Manager of Design, you will supervise staff in the Electrical Engineering Design Section.

Responsibilities include prioritizing the workload of the section and overseeing detailed electrical engineering studies and designs, as part of multi-disciplinary design teams responsible for capital projects to upgrade or replace reservoirs, pumping plants, water treatment facilities, rate control stations and regulators. These detailed designs include the completion of construction drawings and specifications including electrical site plans; single line diagrams; conduit and cable schedules; wiring diagrams; piping and instrumentation diagrams; and design details for various electrical systems including mechanical and process equipment, heating, air conditioning, lighting, and electrical switchboards/switchgears. It also includes providing engineering support and expertise for other EBMUD workgroups including maintenance and construction in the areas of power systems, technologies, materials, equipment, and construction methods.

Due to the specialization of work done by the section, the incumbent should have a thorough knowledge of electrical engineering principles, codes, standards, practices, and methods as applied to the design, construction, installation and testing of power distribution including medium- and low-voltage systems, motor control, process control, telemetry, automation, and electronically-based systems.

The Senior Electrical Engineer in this section is responsible for supervising and directing staff working with cutting-edge design and analysis efforts for complex electrical engineering projects involving multiple other design disciplines including instrumentation and control system, civil/structural, architectural, and mechanical engineering as well as other workgroups including EBMUD’s Commissioning Services Group, Construction Management and Inspection, Facilities Maintenance and Construction, and Water Operations.

The ideal candidate will:
• Have a broad, thorough and diverse knowledge of up-to-date power and instrumentation and control systems
• Provide leadership and motivation to a staff of approximately nine
• Plan, schedule, assign, supervise and evaluate the work of electrical engineers, administrative support staff and consultants
• Act as the Authority Having Jurisdiction (AHJ) on capital improvements construction projects designed by the electrical section
• Serve as program manager on major electrical engineering design projects, and as project manager on complex interdisciplinary engineering projects
• Provide input and guidance and complete detailed reviews of electrical engineering designs completed by Electrical Engineering Design Section staff at various stages of design, including 10%, 50%, 90%, and final design submittal of contract documents including drawings and specifications required as part of infrastructure upgrade or replacement projects completed by EBMUD’s Design Division
• Prepare annual plans and budgets for EBMUD electrical design and construction; prepare cost estimates; schedule and track multiple concurrent projects
• Coordinate section activities with other EBMUD sections, consultants, contractors, and representatives of other agencies
• Work collaboratively to provide timely and efficient service, and have the ability to establish and maintain effective working relationships with others
• Respond to changing demands with flexibility and innovation
• Manage and prioritize multiple competing interests with diplomacy and tact
• Establish and implement performance and quality control standards

In addition, the ideal candidate will have excellent communication skills, both oral and written; the ability to make technical and non-technical presentations to both professional groups and lay audiences including board committees, other agencies, and the general public to present the results of studies and capital improvement projects; and project management experience.

The salary range is $14,576 per month increasing to $15,305, $16,070, and $16,873 after 6, 18, and 30 months, respectively.

Requirements
Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1. A bachelor’s degree in an electrical engineering curriculum which is accredited by ABET or a California Engineer-In-Training Certificate; and

2. Two years of industrial, control systems, electrical, electronic, or corrosion engineering experience of the type and of a level comparable to or higher than the EBMUD’s Associate Engineer classification (equivalent to six years of professional engineering experience, subsequent to obtaining the engineering degree); and

3. Must possess California State Registration as a Professional Electrical Engineer.

An advanced degree in an accredited engineering curriculum may be substituted for one year of the required experience.

Must possess the physical characteristics to perform the critical and important duties of the position including both office and field duties, and maintaining a physical condition necessary for sitting, standing, climbing steep stairs and ladders, or walking for prolonged periods of time. Must be willing to work beyond normal work hours when needed. Must possess a valid California driver’s license and have a satisfactory driving record.

The Selection Process

5. The probation period for this position is 12 months. For those holding civil service status, the probation period is 6 months.
