Who We Are & What We Do
The North Central Texas Council of Governments (NCTCOG) is a voluntary association of, by and for local governments, and was established to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development. NCTCOG’s purpose is to strengthen both the individual and collective power of local governments and to help them recognize regional opportunities, eliminate unnecessary duplication, and make joint decisions.
The Emergency Preparedness (EP) Department at the North Central Texas Council of Governments was created by the region for the region, post 9-11. The department was originally focused on the metro/urban areas but then expanded to include all 16 counties. The Regional Emergency Preparedness Program is one of the largest and most effective programs of its kind in the United States. The program facilitates information sharing, collaboration, and cooperation between jurisdictions in a politically neutral and supportive environment. Through established working groups, regional listserv, and shared resources, the program brings together urban, suburban, and rural jurisdictions. The resulting planning, projects and programs help build both local and regional capabilities, and enhance the protection of our North Central Texas populations and critical infrastructure.
Job Description
The Emergency Preparedness Department at the North Central Texas Council of Governments (NCTCOG) is seeking to hire a full-time Senior Emergency Preparedness Specialist. The selected individual will work on the Homeland Security Grant Program, work to bring other grant opportunities to the department, work with regional subject matter expert working groups as well as other NCTCOG departments, committees, emergency managers, and elected officials.
This position serves the NCTCOG 16 county region. In this role, the selected individual will be responsible for the management of regional grant projects, acting as a liaison between the state and local stakeholders, and the subject matter experts concerning all grant related matters. Additionally, this role requires the individual to have a good understanding of emergency management and first responder capabilities across the region and the ability to provide information to regional representatives while remaining neutral.
Key Responsibilities
- Grant management (develop timelines, deliverables, budget)
- Preparation, coordination, maintenance, and reporting/monitoring of the grant(s) projects
- Prepare and submit required documentation for local, state, or federal audit requests
- Interpretation and implementation of grant guidance, rules, policies, and regulations
- Optimize the grant administration process
- Serve as a liaison between the state administrative agency and local stakeholders
- Coordinate, organize, facilitate, and lead meetings (Emergency Preparedness Planning Council (EPPC), Regional Emergency Preparedness Advisory Committee (REPAC), Regional Working Groups, etc.)
- Development and submission of the Threat and Hazard Identification and Risk Assessment (THIRA), Stakeholder Preparedness Review (SPR), and the Regional Implementation Plan (RIP)
- Create, organize, and store documentation in accordance with federal, state, and local document retention policies and procedures
- Conduct regional presentations for training and informational purposes
- Contract implementation, management, and compliance

- Grant Writing background
- Project or program management background
- Budget creation and fiscal management skills
- Knowledge of Emergency Management functions and EOC activation experience
- Prior experience writing planning documents
Required Experience
- Bachelor’s Degree from an accredited university in Emergency Management, Public Safety, Public Administration, Homeland Security, or another related field
And
- 2-5 Years Job Experience in Emergency Management, First Responder, Grant Management, or similar experience
Salary
- $62,957 – $84,991
- Salary commensurate with experience and qualifications
