The City of Anaheim Human Resources Department is seeking a highly motivated and experienced Senior Employee Relations Analyst to perform a variety of professional level administrative, technical, and analytical duties and responsibilities in support of the City’s Human Resources Employee Relations Division. Incumbent in this position will serve as a human resources consultant to operating departments by providing support and guidance regarding employee performance evaluations; administering disciplinary actions; conducting misconduct investigations; processing leaves and accommodations; interpreting memoranda of understanding, laws and Administrative Regulations; and other complex employee relations matters. The ideal candidate will thrive in a fast-paced work environment and has a proven track record of demonstrating leadership, high quality customer service, consistent follow through, and strong analytical and communication skills.

Qualified candidates must possess four (4) years of increasingly responsible professional employee relations experience within human resources administration. A Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field is also required. Employee relations experience from a municipal government agency is highly desirable.

Essential Functions
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Coordinate and oversee a variety of human resource and employee relations programs and activities, including collective bargaining and labor agreements, employee performance management and progressive discipline, classification and compensation, Equal Employment Opportunity (EEO) administration, and leave administration.

Conduct complex research on a variety of public sector human resources and employee relations matters; compile and analyze data and prepare written and statistical reports; conduct organizational and operational studies; recommend and implement modifications to City programs, policies and procedures as appropriate; prepare resolutions, ordinances, and staff reports; make oral presentations as required.

Lead, plan, and review the work of staff responsible for performing a variety of professional and technical duties in support of the City’s employee relations functions; perform the most technical and complex tasks of the work unit.

Select, train, motivate, and evaluate assigned personnel; work with employees to correct deficiencies; prepare performance evaluations and counsel employees; recommend and initiate discipline action as required.

Consult with managers and employees regarding the interpretation of complex personnel practices, policies, and procedures including related laws and regulations; assist departmental personnel regarding employee evaluations, disciplinary actions and other employee relations issues.

Participate in labor relations activities; assist in in developing City positions during the labor negotiations process; compile reports, analyze data, and prepare recommendations on wages, benefits, working conditions, and related topics subject to meet and confer.
Implement terms and conditions of labor agreements; participate in meetings with labor representatives to discuss operational changes affecting bargaining units; periodically review labor agreement administration by City departments to ensure accurate and consistent adherence to the terms and conditions of the agreement.

Serve as liaison with managers during negotiations; initiate or participate in discussions and meetings to facilitate communications between department management, labor representatives, and employees to resolve issues.

Coordinate with departmental personnel concerning employee performance, disciplinary actions, grievances, and related issues; prepare and/or assist in preparing disciplinary documents, grievance responses, settlement agreements, and letters of understanding.

Attend and participate in pre-disciplinary meetings, grievance hearings, and arbitrations.

Administer the City’s classification and compensation plan; conduct a variety of classification, compensation, and organizational studies; develop and implement classification and compensation strategies and procedures; administer the City’s Fair Labor Standards Act exemption designations.

Monitor and ensure classification and compensation procedures and practices are compliant with the City charter, personnel rules and regulations, and Memoranda of Understanding; administer the employee salary range structures; review and interpret City policy and advise department managers, employees and subordinates.

Assist in administering the City’s Equal Employment Opportunity (EEO) and harassment, discrimination, and retaliation prevention program; conduct investigations and prepare reports; assist in responding to inquiries from the EEOC and DFEH; collaborate with legal counsel and department management in preparing responses.

Assist in administering the City’s American’s With Disabilities Act (ADA)/Fair Employment and Housing (FEHA) interactives process and accommodation program; conduct interactive meetings, evaluate employee needs, and assess City’s ability to accommodate; assist determining employee’s eligibility for the light duty program.

Develop and lead the preparation of requests for proposals; interview and recommend the selection of contractors; negotiate and administer contracts; ensure ongoing contractor compliance.

Conduct research and develop new City policies, administrative regulations, and personnel rules; oversee and participate in the preparation of resolutions and motions for City Council adoption.

Coordinate the preparation, development, and administration of assigned program budget; submit budget recommendations; monitor expenditures and revenues.

Coordinate assigned activities with other departments, outside agencies and service providers; serve as staff on a variety of boards, commissions, and committees.

Respond to public inquiries in a courteous manner; provide information within area of assignment; resolve complaints in an efficient and timely manner.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of public sector employee relations; incorporate new developments as appropriate into programs.

Provide complex staff assistance to the Human Resources Director, Employee Relations Manager, and other management staff.

Perform related duties and responsibilities as required.
Qualifications
Experience and Education: Four (4) years of increasingly responsible professional employee relations experience within human resources administration. A Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field is also required. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Advanced principles, practices, operations, and activities of a human resources and employee relations programs, including investigations, labor relations, classification and compensation, employee performance management, and leave administration; supervision and employee development principles and practices; methods of statistical measurement, research and analysis techniques; municipal government organization, functions, and management; labor relations and negotiation processes; public sector employment law; principles and practices of job classification, job analysis, and compensation; principles of performance management and progressive discipline; record keeping, business letter writing and report preparation; pertinent Federal, State, and local laws, codes, and regulations.

Ability to: Perform advanced professional, technical and analytical human resources and employee relations work; make complex independent decisions; collect, compile, and analyze statistical information and data; make complete and accurate analysis, reports, and recommendations; understand and assess needs and strengths of others; maintain confidentiality of private or sensitive information; understand, interpret, and apply complex administrative and departmental policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations and memoranda of understanding; lead and supervise others; prepare and conduct presentations and training; understand the organization and operation of the City; plan and organize work to meet changing priorities and deadlines; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of a valid California Driver’s License.
