Senior Energy Code Compliance Auditor

The DOB promotes the safety of all people that build, work, and live in New York City by regulating the lawful use of over one million buildings and construction sites across the five boroughs. With a focus on safety, service, and integrity, DOB enforces the New York City Construction Codes and Energy Code, New York City Zoning Resolution, the New York State Multiple Dwelling Law, and related laws and rules. DOB enforces compliance with these regulations and promotes worker and public safety through its review and approval of building plans, permitting, licensing functions, and inspections.

The Senior Energy Code Compliance Auditor will be dedicated to the advancement of Energy Code Enforcement efforts. The selected candidate will report to the Chief Auditor, Energy Code. The Senior Energy Code Compliance Auditor will be accountable for the following:
• Managing the team responsible for energy code compliance during the construction stage
• Evaluating and tracking existing operations and results, including workload, schedules, reports, and spreadsheets, and performing assigned tasks as requested
• Screening incoming jobs and assigning tasks, and disseminating work among the team
• Working with staff and assisting the Chief Auditor, Energy Code and Director of Energy Code Compliance with translating operations into documented standard operating procedures, reference/user guides, fact sheets, bulletins, service notices, etc.
• Facilitating resolution of objections and proper approval of jobs by communicating with audit staff and registered design professionals with respect to regulations; including reading and reviewing design and/or equipment plans and specifications, post-approval amendments, and complex jobs, as needed
• Performing field work to make on site determinations in support of energy code enforcement
• Identifying code elements for pilot enforcement programs, including presenting program plans for the review and approval of the Chief Auditor, Energy Code
• Answering questions from professionals and the public regarding the enforcement of rules and laws in support of outreach efforts
• Testifying, as needed, to support violations issued for non-compliant construction, and failure to adequately perform, and criminal proceedings against irresponsible licensed professionals
• Coordinating with the Supervising Inspector, Energy Code to review relevant enforcement actions needed
• Collaborating with the Supervising Inspector, Energy Code and the Director of Energy Code Compliance to address and resolve unit learning needs and encourage and promote continuous improvement
• Assisting the Director of Energy Code Compliance with energy code enforcement management
• Representing the Director of Energy Code Compliance at meetings, when requested

Minimum Qual Requirements

(1) Four (4) years of full-time, satisfactory experience in mechanical engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
A masters degree in mechanical engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the mechanical engineering experience required in 1″ above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Preferred Skills
• Experience working with the New York City Energy Conservation Code, the New York City Building Code and Zoning Resolution, the Energy Conservation Construction Code of New York State, and the International Energy Conservation Code
• Experience working with COMcheck, REScheck, and the ASHRAE 90.1 Energy Standard for Buildings
• Demonstrated ability and enthusiasm for legislative affairs and code enforcement
• Demonstrated excellent communication, organization, writing skills and ability to meet/manage aggressive deadlines
• Demonstrated ability to work effectively with and motivate project teams in both leading and supporting roles
• Demonstrated ability to work effectively and execute tasks without a project team (i.e., individually/”on your own”)
• Preferences will be given to candidates with computer proficiency, including AutoCAD, MS Word, Excel, PowerPoint, Visio, Project, and Access
• Preference may be given to candidates with CEM and/or LEED accreditation

Additional Information

Only candidates with at least 1 year of experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage will be considered.
