GENERAL PURPOSE
Under direction, plans, organizes, supervises and evaluates the work of professional engineers, consultants and administrative staff; oversees, designs and supervises complex engineering projects for a variety of capital improvement, major maintenance programs, general services or other engineering/public improvement-related projects; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Senior Engineer is the advanced professional level in the Engineering class series. Incumbents in this class supervise professional engineers, consultants, technical and non-technical staff and are expected to perform and administer the most complex professional engineering work on capital projects requiring a substantial level of professional training and experience. Assignments are general and of a continuing nature, requiring the exercise of a high degree of independent judgment, initiative and problem-solving.
Senior Engineer is distinguished from Associate Engineer in that incumbents in the former class review and supervise the work of the latter class and may function as a project manager and/or engineering representative for the Engineering Design section in the absence of section management.
Essential Duties and Responsibilities
The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.
1. Manages the execution of assigned projects within the established schedules. Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the Port’s human resources policies and labor contract provisions.
2. Provides leadership and works with staff to create a high performance, service-oriented work environment that supports the Port’s mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment.
3. Supervises and reviews performance of professional engineers and engineering technicians; performs highly complex and responsible civil, electrical, mechanical and structural professional engineering work on a wide variety of Port projects; directs, oversees and participates in conducting diverse and complex field, site and office studies, investigations and research; performs, reviews and assesses complex calculations and analyses; develops, reviews and edits specialized and technical reports; reviews summaries of and summarizes highly technical and complex engineering reports for senior management; drafts and completes preliminary and final designs, drawings and specifications for designated capital improvement and major maintenance programs; supervises and reviews, revises and improves designs, drawings and specifications of subordinate staff; assembles, manages and directs work of engineering project teams; researches and responds to difficult inquiries from staff.
4. Supervises and performs planning and administrative tasks associated with assigned projects requiring a high level of technical expertise and discretion; develops, reviews, analyzes and revises project scopes, cost estimates and project schedules for a wide variety of projects; drafts, composes, completes, creates, maintains or reviews and revises records, correspondence, agenda sheets, memos and correspondence.
5. Directs and manages professional engineer consultant activities on a variety of complex and varied engineering design projects; reviews, comments on and approves consultants drawings and specifications and verifies compliance with established Port, federal, state and local codes, rules, laws and regulations; identifies issues and directs changes to drawings and specifications; interviews, evaluates and recommends selection of consultants for assigned projects; prepares consultant scope of work; develops, negotiates or assists in negotiating consultant agreements and fees.
6. Represents department and Port in interactions with internal departments, governmental agencies, tenants and the public; conducts project meetings with stakeholders and obtains agreement for project scope and basis of design; represents department in public forums to respond to inquiries regarding assigned projects; attends planning meetings and develops and provides technical expertise, recommendations and back-up documentation for various projects; completes and submits permit applications and documentation to necessary regulatory agencies; compiles information for and corresponds with federal, state and local governmental agencies; responds to tenant inquiries or concerns related to area of responsibility.
7. Participates in construction phase of assigned projects including: evaluates bids and recommends awarding of contracts; responds to requests for information and clarifies and interprets engineering issues, regulations, codes and requirements; inspects engineering work during construction for conformance with plans and specifications; monitors contractor performance; assesses, identifies and facilitates complete resolution of non-compliance issues; reviews, negotiates, processes and approves submittals, change order requests, change orders, schedule revisions and updates, etc.; provides input to development of construction “punch list” items; leads and facilitates coordination meetings between contractors and pertinent Port departments; serves as primary liaison between Port and contractors.
8. Develops and recommends revisions and improvements to section and department guidelines and pertinent Port policies and procedures; keeps abreast of and incorporates training regarding engineering developments and trends pertinent to Port activities.

10. Supervise and evaluate the work of professional consultants, construction contractors and designated staff.
11. Understand, interpret, explain and apply Port policies and state, and federal laws related to engineering design and project oversight.
12. Exercise sound independent judgment within general policy guidelines.
13. Establish and maintain effective working relationships with those encountered in the course of work.
MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from a four-year college or university with a major in civil, electrical, mechanical or structural engineering or a related engineering discipline; and six years of progressively responsible civil, electrical, mechanical or structural engineering experience, at least two years of which were in the design and construction of public works and maritime facilities. A Master’s degree may be substituted for one year of the required experience. Time served as a District Intern counts towards the years of experience.
Licenses; Certificates; Special Requirements:
Registration as a professional Civil, Electrical, Mechanical or Structural Engineer with the California State Licensing Board is required.
A current, valid California Class C driver’s license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
