Job Description
The City of Raleigh Information Technology Department is looking for a Technology Analyst, Senior to join our great and talented IT team. This position will provide data management, data analytics, reporting, and ETL across the varied business departments at the City. The successful candidate will also help to support our data visualization practices, support our Open Data program, and help to build and evolve a data-driven culture that will lead to an information-centric organization to better serve City staff and customers.
Our goal is to provide world class service to the City of Raleigh with reliable, secure data and analytical tool set that City staff can use to measure and improve operational performance and provide better quality of services to our customers. Current City technologies include but are not limited to Microsoft 365, Power Platform, Power BI, and ArcGIS. Our enterprise application data sets include Peoplesoft Financials and Human Capital Management, Cityworks, ESRI GIS, ServiceNow, Oracle Customer Care and Billing, EnerGov to name a few.
With roughly 20 different lines of businesses across the various City departments, this position works with a variety of data types, business measures, and operational objectives. In addition, we are also looking for a candidate that is excited and engaged to help further our Enterprise Data & Analytics Strategy and information architecture that will guide the City for years to come. This position will be an integral member of our award-winning GIS & Emerging Technology Team providing senior level data analysis, development of Business Analytics solutions that transform data into actionable and consumable information. This individual will work as part of a team to engage with internal and external consumers of City data to provide guidance and insight towards the City’s goal of being a data-driven, decision-making organization. This individual should have strong technical and analytical skills, be an excellent communicator, and be able to work independently as well as part of a group of technical and non-technical staff.
Duties and Responsibilities
- Collect, organize, analyze, and disseminate large data sets with attention to detail and accuracy
- Contribute knowledge and documentation to growing our data analysis community in the City
- Collaborate with members of the business, project teams and IT staff as needed to fulfill the responsibilities described above
- Support our Microsoft 365 suite of tools (e.g., MS Forms, Power Automate, etc.)
- All other job-related duties as it relates to the job function or as delegated by the management team
- Design, build and deploy business intelligence reports and dashboards as needed
Typical Qualifications
Education and Experience:
Bachelor’s degree in information technology or directly related field and five years of professional experience in area related to assignment
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Additional Information
Knowledge, Skills & Abilities:
- Data management and optimization best practices
- Enterprise Data Warehousing best practices is a plus
- Modeling techniques such as data modeling and/or predictive modeling is a plus
- Data transformation processes and ETL tools
- Familiarity with Data security best practices and regulatory compliance standards (PCI DDS, HIPPA, CJIS, FISMA) is a plus
- Broad knowledge of business intelligence, analytics, dashboards and reporting tools used to process structured and unstructured data
- Use data for effective visualizations (i.e. maps, dashboards, charts,) and for application development; supporting APIs, GIS systems and mapping platforms
- Ability to translate business needs into technical specifications to design, build and deploy business analysis solutions
- Strong knowledge and experience writing and troubleshooting SQL queries and building Business Intelligence reports
- Experienced in ETL development. Experience with Python is a plus
- Experience working in a Data Warehousing environment is a plus
- Experience with ArcGIS Survey123 is a plus
- Active listening and critical thinking
- Ability to communicate and work with business subject matter experts and organizational leadership
- Ability to communicate technical information well, both written and oral, and make effective public presentations
- 2+ years of experience with Power BI is preferred

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
