Summary

This position is located in the Division of Resolutions and Receiverships of the Federal Deposit Insurance Corporation and provides support in the areas of leading the most complex endeavors supporting AMM program financial modeling needs.

Duties

  • Researches existing data usage and develops new complex analytical techniques using statistical models, econometrics, AI/machine learning algorithms, data mining, metadata management, and data standardization to data management and banking industry matters and trends that ultimately improve data-driven decision making for the DRR. Leads collaborative efforts to improve data asset storage methods, management, and analysis; and, to identify existing and emerging risk to the Corporation.
  • Serves as an expert in the development of auditable, flexible, repeatable, and scalable extract transform and load (ETL) or extract loan transforms (ELT) capabilities on structured and unstructured data sources in a variety of formats from multiple sources.
  • Serves as a technical and subject matter expert in developing and implementing lifecycle and analytic tools for a wide range of systems, applications, and end-users to improve the efficiency of program operations. Analytic tools include artificial intelligence/machine learning (AI/ML) models, data visualizations, and other analysis supporting research, policy and risk assessment for insurance, supervision, and resolution activities.
  • Develops new strategies, methods, and techniques to prepare, clean, and augment imperfect data for business analytics. Leads and coordinates efforts to tests and analyze complex economic scenarios and innovates models and frameworks for projecting losses on commercial bank loan assets such as single-family, commercial real estate, construction and development loans, based on historical performance data.
  • Exercises responsibility for the research, reporting and data analysis for special studies and business projects conducted by utilizing tools such as Bloomberg, INTEX, Moody’s Analytics.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. -OR-

B. Combination of education and experience: Courses must be equivalent to a major field of study (30 semester hours) in Mathematics, statistics, computer science, data science or field directly related to the position.

In addition to the basic requirements stated above, applicants must also possess specialized experience.

To qualify for the CG-15, applicants must have completed at least one year of specialized experience equivalent to at least the CG-14 grade level or above in the Federal service. Specialized experience is defined as 1) designing or developing data analytics/science financial related products using techniques such as probabilistic modeling, structured finance modeling, machine learning, or artificial intelligence; 2) conducting analysis using software and/or programming languages such as SQL, Python, R or Apache Spark to test hypotheses and predict outcomes; 3) using data tools and techniques to process large datasets into structured formats for matching, analysis, or estimation, 4) leading a team of financial analysts and specialist to initiate projects and tasks; and 5) quality-controlling and certifying submissions for year-end financial statement.

Salary reflects a pay cap for this position of $250,000.

The range of pay shown includes base pay plus supplemental locality adjustments for the duty locations listed. The locality rates for these duty locations range from a low of 24.28% to a high of 38.77%.   1. Ability to apply concepts and theories used in mathematical, economic, data science, and statistical calculations to improve financial modeling of structured transactions; and to develop techniques and formulas used in Asset Marketing and Management (AMM) data modeling and analysis.
  2. Ability to apply data science techniques including big data management, regression, clustering, visualization, decision trees, deferential statistics, and predictive modeling used in executing machine-learning algorithms to manage data and perform analytics using analytic software and programming languages (SQL, Python, R, and Apache Spark).
  3. Ability to select practices and theories, and devise analytical techniques and methodologies to assigned problems that includes risk management practices.
  4. Ability to identify the methods, processes, algorithms, tools, and systems to extract and interpret findings from structured and unstructured data sets related to financial applications.
  5. Ability to develop and present written reports and presentations relating findings, recommendations and identifying problems.
