Job Description

Pay Rate: $63,714 to $85,125, Per Year.

Position Purpose:

Under the direction of the New York GIS Manager, the incumbent will provide technical expertise using Geographic Information System (GIS) and related systems to improve business efficiency. The Senior GIS Analyst plays a critical role in managing and analyzing GIS data on water distribution and wastewater systems. The incumbent will be responsible for maintaining the Enterprise GIS system, training cross-functional staff, supporting data-driven decision-making processes, monitoring data quality for regulatory compliance, collecting data, managing projects, developing new GIS tools, analyzing and reporting on the operations’ KPIs, and deploying new GIS services or solutions.

Primary Duties/Responsibilities:

  • Data Management- Optimizes the management of information and manages data for large engineering projects
  • Data Integration- Integrates data with other systems, e.g. asset management, water quality
  • Operational efficiency– Automates common or repetitive workflows and documents procedures or best practices
  • Regulatory compliance- Ensures compliance through accurate data reporting, e.g. lead service line, water quality
  • Quality Assurance / Quality Control- Monitors quality of data edits and data collection from internal personnel and external contractors
  • App Development- Provides innovative uses of the GIS systems and tools to improve workforce efficiency, data access, and data accuracy
  • Project Support- Ensures that GIS is meeting the ongoing operational needs of the Company through regular interaction and communication with end users
  • Training and Documentation- Trains personnel on the use and applications of GIS and other technical support systems
  • Technology Enhancement- Promotes the utilization of GIS through technical support for other team members and creative integrations with related software
  • Data Administration- Monitors data collection, editing, updates and helps manage productivity by ensuring that data is being collected or shared with the GIS team & edited in a timely manner
  • Data Editing & Maintenance- Maintains GIS data and infrastructure through routine maintenance activities such as reconcile and post, verify external database links, database updates, and publishing services

Qualifications

Education/Experience/Background:

  • Bachelor’s or Master’s degree in Geographic Information Systems or related field.
  • Minimum 3 years utility experience, with specific experience in GIS for utilities & GIS integration with other software.
  • Minimum 3 years ESRI Enterprise GIS experience.
  • Minimum 3 years project management experience.

Knowledge/Skills/Abilities:

  • Advanced knowledge of ESRI’s product suite including: Enterprise GIS, ArcMap, ArcGIS Pro, ArcSDE/Geodatabases, extensions, desktop tools, ArcGIS Online and Portal.
  • Understands GIS system standards, including but not limited to databases, applications, and training programs.
  • Experience interpreting engineering or survey documents or drawings.
  • Advanced knowledge of database management.
  • Experience in editing and querying databases, building descriptive and cartographically sound maps, geocoding, and spatial analysis.
  • Mastery of tools that ensure data integrity, such as Data Reviewer and Attribute Assistant.
  • Proficient knowledge of at least one programming language for GIS data processing, automation, database management, GIS application development, geoprocessing, and analysis workflows.
  • Experience building and maintaining geometric networks and a working understanding of utility network.
  • Data management skills, ie. data cleaning and evaluation.
  • Ability to develop, build, and maintain mobile apps, such as Field Maps & Survey123.
  • Experience integrating 3rd party software & GIS.
  • Mastery of desktop data editing, data collection, & QAQC measures.
  • Excellent problem-solving, analytical, communication, and teamwork skills.
  • Ability to self-direct priorities and work schedules.
  • Ability to do medium-duty field work such as asset GPS data collection.
  • Ability to commit to limited, regional travel and hybrid work arrangement.

Required Certification/Licenses/Training:

  • Project management and/or engineering certifications is a plus.
  • Valid driver’s license required.

Physical Requirements:

  • Limited regional travel required.
  • Hybrid work permitted with regular, weekly presence in West Nyack or Westchester office(s).
