DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhancing the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community.
The Houston Parks and Recreation Department, Facilities Management & Development is seeking a Sr. GIS Technician to add to their Planning Team. This team is responsible for creating and maintaining all park related GIS data in SDE, creating maps, spatial analysis, providing GIS support for HPARD, HPARD Master Plan, real estate projects and databases, parks and amenity inventory, rights of entry, parkland dedication, open space amendment, plat reviews, coordinating with other departments and agencies for various projects.
RESPONSIBILITIES:
- Performs complex data entry and advanced update and maintenance functions for a GIS database using workstations and GIS software. Works on core data while maintaining database standards and system security.
- Maintains and creates data for all parks and amenities. Includes editing, advance updates and maintenance functions for a GIS database.
- Utilizes new and existing GIS workflows, creates data from deeds and plat documents. Locates and compiles graphic data and attributes from engineering plans, profiles, and other sources.
- Experienced in interpreting plat documents and deeds and can convert boundary information and legal descriptions into GIS features.
- Assists in establishing data standards and procedures to ensure data standardization, integrity, and optimization.
- Experience using versions and replicas, and the post/reconciliation processes. Works in ArcGIS Pro with high attention to editing detail and ensures the integrity of geometry and attribute edits.
- Review of subdivision plats regarding the Parkland Dedication and Open Space Ordinance (City Ordinance Ch. 42)
- Serves as a liaison for the Department for various projects. Interacts directly with developers, engineers, surveyors, architects, and officials in other City of Houston departments.
- Conducts research for various projects and efforts that the Department is involved in. Creates maps and visual demonstrations.
- Collects data/information from all relevant sources, including field/site visits.
- Assists as needed in producing public information activities, visual presentations, etc. Proven Experience creating web maps and apps with ArcGIS Online.
- Self-motivated and able to work independently with minimal instruction.
- Performs other duties as requested.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires an Associate’s degree in Geographic Information Science, Geography, Computer Science, Management of Information Science or a closely related field.
EXPERIENCE REQUIREMENTS
Two (2) years of experience equivalent to or as a GIS Technician are required.
Substitution: Experience equivalent to or as a GIS Technician may be substituted for the degree requirement on a year-for-year basis.
A Bachelor’s degree in Geographic Information Science, Planning, Geography or a field directly related to work being performed may substitute for the education and experience requirements.
