Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Senior Health Planner OR current NYS employee with one year of permanent or contingent permanent service in a G18 or higher title deemed eligible for transfer under Section 52.6 or the Civil Service Law.
Provisional Qualifications: Six (6) years of experience where your primary duty was performing two of the five following activities:
1. Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2. Demographic or economic analysis for projecting need for health care facilities and services.
3. Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a statewide, regional, or count basis.
5. Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Duties Description Under the direction of the Project Manager 3, the Program Research Specialist 2 will support the efforts of the Center and the MPA by performing a variety of tasks, including:
• Plans data collection methods for specific projects and in alignment with MPA and OALTC objectives; determines the types of data and sample to be used.
• Conduct research and analysis towards assessing the aging and long-term care ecosystem in New York State to inform state policy decisions and recommendations for the state’s Master Plan for Aging (MPA) and other aging and long-term care related policies and programs.
• Analyzing and summarizing data and academic research, which may include collaborating on external and internal data requests and analysis with OALTC’s Data Analysis Center.
• Assessing what data or research is necessary to evaluate the effectiveness of current or proposed aging and long term care programs and policies and collaborating with other internal offices to acquire such data and conduct analysis thereof
• Synthesize research and data and provide recommendations to eliminate barriers and increase access to quality, affordable, and accessible long-term care and services and supports.
• Interpreting and reporting findings on current or proposed aging and long term care programs, policies, and legislation to determine the actual or potential effectiveness in achieving desired objectives.
• Conduct research and analysis to aid in identifying gaps in aging and long term care programs and making recommendations for modifications thereto to inform and advance NYS Master Plan for Aging (MPA) and related aging and long term care policy and program implementation, including development of policy recommendations to support the State Budget and Article VII process.
• Review and synthesize information and actionable recommendations from MPA stakeholder committees and workgroups and assist with development and drafting of reports as required under the MPA.
• Provides consulting service, monitors and evaluates the effectiveness of OALTC programs, and initiates or recommends new program studies or analyses to MPA and OALTC senior staff.
