Healthcare Data Specialist – Informatics & Technology in Albany, NY

Summary:
The incumbent will be responsible for supporting and enhancing existing and emerging technologies and systems within the Bureau of Informatics and Technology. The Bureau is responsible for multiple systems in support of assessing and analyzing the healthcare ecosystem in New York State, as well as supporting analytics and linking needs of the NYS Medicaid program. These systems include the states All Payer Database, SPARCS, Data Quality solutions, Master Data Management solutions, Provider Directory, COVID response support systems, and more. The team the incumbent is on will analyze data from a variety of data sources; analyze programmatic needs; suggest and develop efficient solutions to leverage technologies to support reaching program objectives; track and monitor program systems performance; evaluate and improve data quality and master data management deployments; raise concerns and suggestions to management team relative to SLA compliance, user experience, and systems operations; facilitate the integration of user and submitter experiences into programmatic operations and change management processes; support improving user and submitter experience in alignment with program objectives; and document business needs and existing processes to support implementing technology solutions. The incumbent will be responsible for:
Responsibilities
- Oversee operations of healthcare facility claims intake system; including help desk management, incident/problem resolution, system enhancements, compliance program coordination in ensuring high data quality for the linking of claims to Medicaid and Medicare programs.
- Monitor System Change Requests, ensure system enhancements flow through promotion cycle for agreed upon milestones with appropriate documentation in place; Review of project artifacts, resolve discrepancies, recommend/reject promotion; Project Status Report outs and Escalation of issues to Management
- Manage team members in execution of project tasks and operational responsibilities. Coordinate with other workstream leaders and personnel on integrating/synthesizing multiple data sources into a cohesive data set, store, or model. Participate in meetings as required
- Providing technical and analytical advisement and support to user and submitter community for systems managed by the Bureau including working with Medicaid partners on best practices and use of SPARCS data in support of the Medicaid program
Qualifications
Basic Qualifications:
- 5 years of experience managing/administering/reporting data
- Managerial experience of teams.
Desired Characteristics:
- Strong understanding of relational database management systems (RDBMS), SQL, R, Python, or similar technologies and languages.
- Strong communication skills to technical as well as non-technical stakeholders.
Compensation
Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides the following reasonable range of compensation for this role: $45,000-$50,000. In addition, SSO provides a range of benefits for this role.
