Behavioral Health Analytics at DHS
At Allegheny County Department of Human Services (DHS), our mission is to improve the welfare of the County’s most vulnerable residents. We operate, influence, and fund essential services worth over $1 billion that more than 200,000 residents depend on each year, including treatment for mental health and addiction, homeless housing, and child and older adult protective services. Senior Manager, Behavioral Health Analytics
We’re looking for a Senior Manager, Behavioral Health Analytics to build and lead a team of data analysts to deliver more efficient and effective behavioral healthcare. The team owns data-driven performance management; metrics, dashboarding, reporting, and research; and the use of data to understand the efficacy of our investments and opportunities for better matching clients and services. The team’s work spans influencing the provider network to improve mental health and drug and alcohol-related outcomes for clients and redesign of crisis and criminal justice systems. Additionally, the role and team will contribute to broader public health initiatives such as those related to the opioid epidemic.
Strong candidates for the role will be clear, organized thinkers about complicated empirical questions, have a bias toward simplicity over methodological complexity, and understand how to use data to baseline system performance and drive improvements. With our nationally recognized integrated data and talented teammates, ideal candidates will be intellectually curious and fearless about tackling difficult, unsolved problems for the department. Additionally, you must be comfortable interacting with technical and non-technical stakeholders and work backwards from client needs to guide your priorities and delivery, helping to drive analyses that improve client outcomes.
We are looking for someone who:
- Is a player-coach with an ability to set an analytics roadmap, including identifying places where new data capabilities need to be created and analytics can add the most value.
- Sets the standard for analytical rigor and artifacts for their team.
- Maintains a flexible approach to problem solving, prioritizing impact over technical complexity.
- Has knowledge of a statistical programming language such as Python or R and familiarity with a programming language for querying structured data.
- Communicates with nuance, clarity, and precision to both technical and non-technical audiences.
- Can effectively identify, recruit, manage, and grow data analytics talent to tackle increasingly complex and demanding tasks.
In addition, while not required, we especially value individuals with deep knowledge of Medicaid, behavioral health, or data from medical insurance claims and electronic health records.
