General Summary

Serve as a technical leader and cybersecurity expert for the City. Coordinate, develop, maintain, monitor, and secure all aspects of the enterprise networking environment that supports the systems and services delivered to the local community. This includes but is not limited to installing, managing, maintaining, and securing local area networks, wide area networks, firewalls, routers, switches, wireless access points, fiber optic outside plant, inside plant, cloud connectivity, and data center connectivity to be secure, available, and resilient.

Essential Functions
The following duties are illustrative only and are not intended to be all inclusive:

  • Provide leadership and expertise as a cybersecurity professional. Includes mentoring and guiding information technology staff to maintain a high degree of cybersecurity awareness.
  • Install, configure, secure, monitor and maintain physical and virtual network assets to include internal, external, cloud and shared assets.
  • Monitor and secure connectivity to internal, partner/vendor, and cloud solutions.
  • Configure, monitor, and maintain security of firewalls, switches, routers, wireless assets, remote access, point-to-point virtual private networks, and commercial edge solutions.
  • Support configuration and management of virtual networking and cloud networking solutions
  • Maintain and manage wide area and local area solutions and protocols.
  • Monitor, manage, and support design of outside plant resources (fiber and other methods to connect geographically distributed assets).
  • Provide limited server configuration and maintenance regarding network integrations and services, and response to and resolution of system alerts and notifications.
  • Analyze, plan, coordinate, and implement network design changes and enhancements to improve and/or expand network services.
  • Establish and securely maintain a network architecture suited for City services.
  • Perform vulnerability scans, establish plans to address risks and coordinate resolution of findings.
  • Support periodic and focused network assessments related to security, performance, or capacity.
  • Participate in discussions, prepare plans, and coordinate implementation of changes to address findings or recommended enhancements.
  • Collaborate with peers, management, and vendors to provide comprehensive network capabilities to meet the demands for connectivity to static and mobile computing technologies.
  • Coordinate and develop project plans to effectively access cloud services to include Software as a Service, Infrastructure as a Service, public cloud services, private cloud services, and associated disaster or data recovery requirements.
  • Develop relationships with local and regional technical, functional, and departmental leaders to set long-term security strategies, and to assess and act on short-term objectives and needs.
  • Monitor performance of network assets and perform troubleshooting to isolate and diagnose issues, identify solutions, and implement permanent fixes.
  • Organize, plan, and take lead responsibility to improve and maintain the cable management of all data closets.

Typical Qualifications
KNOWLEDGE: Considerable knowledge of the principles, practices and techniques of cybersecurity and network administration, management, architecture, for enterprise-level wired and wireless Local Area Networks and Metropolitan Area Networks and public/private cloud networks. Considerable knowledge of current network security methodologies, architectures, and technologies to support compliance with regulations and standards. Broad knowledge of emerging virtual networking capabilities and solutions.
SKILL: Apply the knowledge required to perform the essential duties and responsibilities of the position; utilize effective interpersonal, oral, and written skills. Demonstrate professional level skills in planning, coordinating, implementing and maintaining secure network capabilities in collaboration with a small technical team.
ABILITY: Work as a successful team leader; develop trust and cooperation; develop and maintain effective working relationships with supervisors and co-workers; act with tact, good judgment and discretion; appropriately maintain the confidentiality of matters; communicate effectively verbally and in writing; acquire knowledge of new trends and technology and apply modern practices. Must have ability to read, understand and interpret English language manuals and other written materials; perform physically demanding work.
TRAINING: Education equivalent to completion of a bachelor’s degree or equivalent experience.
EXPERIENCE: Minimum (7) years of progressively increasing responsibility and successful experience in the maintenance, management, and security of an enterprise level network. Demonstrated experience trouble shooting and maintaining routers, switches, firewalls, and other network assets that are part of a highly integrated network that spans local, regional, Cloud and vendor interconnections. Must have certified training on firewall, routing, and switching appliances, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform the functions of the position. Must have a desire to develop and serve as a leader within the Information Technology department and across the City as needed.
